better watch for the old ‘‘squeeze”
play in the current phenagling in
the housing situation now that
there has arisen the question of
what is what and who shall be who
ir. aa^hority.
Due to defense construction,
which is causing all hinds of bur
eaus to be set up, a strong differ-*
ence of opinion has arisen as to
who shall erect the new buildings:
whether the U. S- Housing author
ity of the Federal Works under
John W- Carmody with Nathan
Strauss as the directing head of
the U. S. Housing authority or the
FHA and HOLC under John Pal
mer, neither of whom in the past
has shown any interest, other than
to ignore them, in Negroes or
their problems in housing.
The USHA, to the credit of Mr.
[Strauss, has always had in front
1 the consideration shown Negroes
in all of the projects.
Under his administration of the
housing authority, there have been
labor policies established which
gave Negroes participation in the
payrolls as well as in the paying
out of rents; there have been more
units erected for Negroes with
population ratios thrown into the
discard and the housing needs tak
en as the basis for occupancy—1
more than one third of the new
projects are oocupied by Negroes,
compared with the accepted 10 per
cent for employment and popula
tion usually taken as the basis;
better housing has been given Ne
groes; many Negroes have been
employed in the management or
these projects with some twTo or
three hundred Negroes on projects
in various capacities as managers
and personnel directors, with sal
aries up to $4,200. Besides, this,
a number of Negroes are employed
in the policy forming departments
seeing that Negroes get a fair
break in the set-up. Negroes with
legal training are used in the US
HA, many of them holding respon
sible executive positions
Compared with the FHA, which
has justly been desribed as the
most vicious government agency,
showing discrimination to a high
degree, USHA has attempted to
alleviate some of the complaints of
the Negroes who are in need of
housing.
The FHA has consistently refus
ed to have anything to do with Ne
gro housing problems and only re
cently have two projects been ap
proved for and by this unit
HOLC is almost as bad and
there seems to be little to choose
between them.
Now, with the clash represent
ing private industry on one side
and that side being FHA and HO
LC. and governmental building on
the other, the schism between the
two has caused much uneasiness
as to where the Negro fits into the
picture.
President Roosevelt has appoint
ed Judge Roseman of New York
to look into the situation and to
give a picture of the whole thing
so that some understanding may be
had as to what is to be the future
policy of the housing projects—
who is to build them and who is to
have control of them.
Mr- Strauss has been an able ad
ministrator, to whom the question
of color means little or nothing.
Therefore, because of his own in
dependence and his intent, appar
ently, to do what he considers right
he has been exceedingly unpopular
with some of the opponents to any
progressive movement which in

has gone ahead with the plans out
lined as far as he could
Any deviation, any curtailing of
his authority or placing the huge
governmental building program in
bands other than the USHA will
bode evil to the Negroes of Amer
ica, from the very lowest to those
holding positions in the depart
ment.
The present projects now occup
ied by the colored people should be
an indication of what the USHA
has done and intends doing, but
the bickering going on inside for
power and the right to hold the
whip hand bids fair to destroy all
of the good that has been acco'u
