that particular group said:

tentialities toward improving the
status of his housing conditions
through the following methods:

The committee on industry and
labor recommended surveys be in_
stituted from time to time to det
ermine the employment opportun
ity afforded members of disadvan
taged minority groups by firms a
warded defense contracts; training
for industries, with Negroes being
admitted to schools for this pur
pose; placement in defense indus
tries and the continuance and ex
pansion of well planned and care
fully directed programs designed
to educate the industrial employ
ers regarding the availability and,
capability of skilled and unskilled
Negro labor; that civic, education
al and religious organizations as
well as the press use all means of
publicity to impress upon Negro
workers the need for acquiring
training for defense industries.
The youth and education comm
ittee turned in its findings as fol
lows in their recommendations;
1. That the national defense
committee prohibit industries hav_
ing government contracts from dis
criminating in the employment of
persons because of race, color or
creed;
2. That a Negro be added to the
staff of the U. S. office of educa
tion whose specific function shall
Ibo the further coordination and in
tegration of the Negro in the de
fense program and the develop-,
ment of vocational aspects of this
program;
3. That a Netjro be added to the
staff of each state department of
education, whose functions shall be
the further coordination and inte
gration of the Negro in the de
fense program and the develop
ment of the vocational aspects;
and that he shall participate fully
in the planning and in the admin
istration phases of the program;
4. That key persons shall be
selected in local communities tc
inform the public and serve as
leaders. That committees oe
formed to secure training opport
unities, to secure trainees, and to
secure teachers;
5. That the executive office of
such committees keep in touch
with local state and federal offic
ials. and the committee on the
Participation of the Negro in Na
tional Defense.
6- That national organizations
among Negro be requested to
serve as clearing houses for the
dissemination of information and
for the stimulation of local action.

In his summation of the conf_
erence, President MacLean declar
ed, first; Negro Americans clearly
want to do what they have always
done—their full part. The country
may assume that they will do their
part loyally and that responsibil
ity may be given them with safe
ty and confidence.
Secondly to do his part, the Ne
gro must have 1( physical fitness,
better health; 2,’purposeful educ
ation. 90 percent of the employ
ment problems in defense industry
alone is a matter of training; 3,
mote effective relationships with
local centers of public opinion, gov
ernmental agencies, with indust
rial and business leaders and or
ganized labor; 4, faith in the es
sential decency of his fellows, and
in the consequent cooperation that
will follow (better understanding;
5, courage to meet each situation
as it arises with fairness and self
respect; (5 patience for the long
term pull; Third, probable proced
ures; 1. the individual to get ready
when traininif is available; 2, local
groups, to push training programs
watch for job opportunities ami to
cooperate with education and gov
ernment agencies. 3, Schools and
colleges to streamline defense cur
riculum and form a liason with
industry, labor and government;
industry and business, know what
the Negro can do and keep an open
door.
In concluding, Dr. Mac Lean eaid
"The Negro offers unreserved loy_
alty known industry and increas
ing skill.’’
