In Louisville, according to L

there is no bitterness after elect
ions. Negroes there were impres
sed with two housing projects and
relief. But Tuesday’s vote showed
the race is part and parcel of the
two-party system. However, ^f
the Negro is going to reap full
benefits from the two party sys
tem he “should become practical
where the race is concerned, must
bo more wisely and strongly led,
and his economic, political and
moral foundation more soundly
and solidly built.”
The Negro group still remains
the test of a “strong, determined
confident, united democracy," op
ined Dr. Emmett J Scott, Wash
ington, Republican publicity dir
ector who pointed out the race

ation and for full citizenship

More Negro Texans voted in

ilant over four more years of the
New Deal, according to C. A.
Scott of the Atlanta Daily World,
and are thowint? a tremendous
seems to be the concensus of rac
ial opinion that President Roose
velt now has no further political
ambitions and will show elss res
traint in tackling question that
are vital( not only to the 9.000,
000 Negroes in the South, but to
this section as a whol'3. They are
hoping the President will now see
through the anti-lynching bill and
will make more secure the politic
al and economic position of the
race in the South where his party
is in power.”
Most cynical was C .A. Frank
lin of the Kansas City Call, who
said Kansas City, Mo., Negroes
were so interested. in electing
white Democrats they did not cast
their full vote for the two colored
f Republicans on the ballot .
“Election results hereabouts are
past< comprehension anyway,” he
opined. “To the west of the
state line, in Kansas .the voters
went strongly Republican for preg
ident and then chose a Democrat
for governor. In Missouri t,o the
east of the state line it was the
reverse, their vote going to the
Democratic nominee for president
yet .they favored the Republican
for governor. Maybe Negroes
have the same right to be illog
ical as was the average voter. Ev
idently ,this section needg a cam
paign on educating Negroes how
to get the most out of their bal
lot.”

are girding their loins for the bat
tle of the Century! In this comer
is Young Radio glaring across the
ring at his ASCAP adversary, Old
Music! The referee, who is going
to find himself in the middle of a
lot of wild iswings. is John Listen
ing Public!
There go?s the gong! Young
Radio rushes out, leading with
rnappy new Broadcast Music, In
corporated, song by an unknown
author. t)ld Music brushes off
the youngster’s wild blows with a
beautiful old melody by Carrie
Jacobs Bond, titled "Love’s Old
Sweet Song!” Both hit the refer
ee and knock him dizzy. The vet
eran then pounds Radio to the
floor with a medley of Victor Her
bert airs, the youngster taking the
count.
The referee rushes over to Old
Music, raises the old fellow’s hand
shouting ‘ The Winner.” and whis
pers in the champ’s ear, “How a
bout giving the kid a Jerome Kern
number to bring him to?’’ Old
Music obliges and young Radio
comes to hig senses with a smile
of delight on his face. The fight
ers shake hands and go off arm in
arm, realizing that they need each
other too much to do any more
fighting.
That’s the way Tin Pan Alley
visualizes the impending fight, set
for Jan. 1. between the radio
chains and the American Society
of Composers, Authors and Pub
lishers, known ASCAP. The
squabble is over the new ASCAP
contract, which wants more money
for the sorvjs of its members than
it bag bern getting.
Many individual radio stations
lave signed the new contract but
he chains says “No.” They have
nswered by forming their own
>ub!ishing company, called “Broad
•ast Music, Inc.,” the hit song of
vhich is “Practice Makes Perfect”

ASCAP claims that it takes
from five to fifteen years to create
a sonigwriter. F}> requires tha*,

write a song that will appeal to
the publisher, the band leade^ the
singer and the public, all at th-1
