A three day session of the Instit
ute will be held at the University
of Omaha February 19-21, when
the midwest in the present world
crisis will be considered.
Jointly sponsoring the Institute
of Government with the Univers
ity of Omaha are the Carnegie En
dowment and the Omaha Junior
Chamber of Commerce. Dr. Shep
herd L. Whitman Is director. Any
citizen, civic leader or government
official is eligible for membership.
Dr. Laves blamed the United
States for the collapse of the
peace of 1919, charging its contin
ual refusal to ratify the League of
Nations’ covenant as the reason.
He said that the United States fell
down on its obligations after the
war, giving other countries an op
portunity to follow suit.
Attacking the United States for
eign policy as being too slow, Dr.
Laves stated that "we don’t know
where we are where we want to go
or where we are going.”
The United States, Dr. Laves a
dvocated, should give Great Biit
ain all aid short of war as the best
foreign policy. He cautioned
that “we have everything to gain
by a British victory and everything
to lose by a nazl victory.’’
Dr. Laves predicted that the Un
ited States would likely see a un
ion between Germany and Japan
if England loss the war and that
this would create a formidable en
emy for any democracy and that
prediction has already come true.
Whether or not Japan shall be
permitted to continue her domin
ation in the Far East is consider
ed a crucial issue by Dr. Laves. He
said the United States faces the
same danger from a Japanese vic
tory as from a nazl victory.
The real problem of the hour ac
cording to Dr. Laves, is “whether
or not the American people will
sacrifice enough liberties to pre
pare for defense and yet maintain
enough rights to exercise control
over governmental actions.”
