Dr. Silas F. Taylor, prominent
Democratic leader and former
member of the state parole board
and director of colored voters, was
chosen presidential elector Satur
day by Massachusetts State Dem
ocratic convention at Springfield.
Dr. Taylor also is credited with
introducing the anti-lynch plank
in the state Democratic platform
and fighting for more liberal soc
ial security laws covering domest
ic workers.

Tuskegee Institute, Ala., Oct. 10
(ANP) According to the auditor’s
report just issued by the firm of
Charles F. Rittenhouse and Comp
any of Boston, the Tuskegee Inst
itutej for the year ending Juno 1,
1940. has lived well within a bal
anced budget and "the results for
the year are more nearly on a
‘cash’ basis than they have appar
ently been for several years’’.
Commenting further relative to
the year’s operation, the report at
tributes thiaj commendable condiV
tion to ‘‘an improved control of ex
penditures’’ and “to the reduction
and modification of facilities and
departments’’.
President F. D. Patterson ex
pressed satisfaction that despite
difficulties attendant upon the re
trenchmen program necessary to
keep Tuskegee Institute within the
budget, it has been possible to
build up the Employees’ Retire
ment Reserve for the security of
members of the faculty and staff
whose term of service at the Insti
tute shall mature because of the
age limit or ill health.

interest, developments in publicl
health in the southern states, hope
ful that additional barriers may be
broken down as a result of a res
olution fostered by Dr. M. O. Bous
field of Chicago at a recent meet
ing held here. Dr. Bousfield was
one of the invite^ guests at the
meeting of State and Territorial
Health Officers which convened at
the U. S. Public Health Building.
When the subject of national def
ense was broached, Director Bak

tion suggested by Dr. Bousfield,
