Will Continue Relief For Those Wh|o Canjnot
Secure Gainful Employment
On the subject of relief, Mr. Willkie said:
“Now I have written it dut and I want to make
it exact so that rjo man can! doubt what I say. If e
lected I shall continue relief lor those whoi cannot se
cure gainful employment. It is mot right, however,
that America should cdntinfae a practice in which the
Negro is the last to be hired arf\ the first to be fired.
The Negro has little hope if he must wait until the
whites have all been employed, at least under this ad
mi nistratioh.”
“I promise tcj do away with the theory that re
lief is a NegHo reservatidn. I will abolish the discrim
ination of relief and I will strive to find creative
work ijor the Negro! as well as for eve!ry other mam.
It is indisputable that the leadership of America, in
Government, in industry and in labor, give the Ne
gro an opportunity to be creative and to participate
in the great enterprises of American life. I hope that
the Government, Capital and Labor will cooperate in
providing such opportunity.
Mob Violence and Racial Discriminatich—
Mob violence and racial discriminations in gov
ernment were scathingly denounced by Mr. Willkie
as follows:
“I want to say that no man in America looks up
on the hideous crime iof lynching with more condemn
ation than I del Mob violence shocks the conscience
of the Nation! and legislation to curb this evil must
be enacted.
“Now in addition to that, in the administration
of the affairs df Government during this adminis
tration, which has talked in fine words about Dem
ocracy but practiced little of it in certain depart
ments in Washington, regular Jim Crow depart
ments have been created. I say to yoiU that under
my administration there shall be mo discrimination
between people because of race, creed or color in the
appointments to Fedral positions. That man who1
serves as my subordinate who makes such discrim
ination will be fired on the spot.
Now, if there is anything about my language-it
is just simple everyday ladguage—that anybody does
ndt understand, it has do Harvard lilt to it—then
speak up and I will restate it. I will carry out the
Republican platform pledge to the Negro by seeing
)) it that Jim Crow departments in the Federal gov
ernment, arijd in the divisions which the New Deal
created by executive decree, are eliminated, and that
colored citizens are appointed to any branch of the
Federal Civil Service to which they are qualified.

“I will give the Negro a chance to be heard be
f >re Government takes its decisions affecting his
welfare and rights denied under the New Deal. It is

my profound conviction that the Democratic party is
incapable of protecting the civil liberties in this
country in times of stress, and I believe that the col
ored citizen above all cithers needs the leadership that
can protect the civil liberties of every group. I pledge
myself to give you such leadership.
“Now, let me say to ycju that I am a complete be
liever in Democracy, and I think it npt only the most
pleasant way of life, but I think it the most effective
way of life. I thirdk that we must make it so effect
ive that no proletarian dictator will seek or dare to
strike us. But we cannot make it so effective against
tl>DSe proletarian rulers if we deprive ourselves of
the opportunities and the talents and the abilities and
the enterprises of 10 percent of our population.
A Summons To Natieatal Unity
“I summon all of you people here today to the
great crusade of calling America back to its finer
principle, calling it back to effectiveness. I ask all
of you colored people td join with me because you
know better thart any others the pride of disunity
and prejudice.
“I pledge you that I will never preach intoler
ance. Intolerance is what has torn the world to piec
es in this armed conflict of destruction!
“I call all Americans—1Colored, White, Jews,
Catholics and Christians into a great United America
to make this the most glorious place in. the world.
*No candidate foi' the Presidency in all our long
history ever faced the problems of the colored peo
ple of the United States with greater candor, cour
age, and sincerity than did Wendell Wtflkie in his
first speech iof the campaign addressing an audience
composed mainly of colored citizens.
His unequivocal pledges, his refusal to: dbdge
these questions of moment to our Negro Citizenship,
have heartened them and rekindled in their breasts
the fervent hope that a new day awaits them when
New Dealism is banished from our government.
Senator William E. King introduced Mr. Willkie
in an address which greatly stirred the audience and
set them on edge for Mr. Willkie’s address.
