REFUSES TO PROTEST PANAMA'S BAN ON NEGROES New York, Oct. 26—The Unit ed States State Department has expressed itself as being unwill ing to >make representations at the present time to the Republic of Panama concerning that coun try’s refusal to admit non-Spanish speaking American Negro citi zens, the National Association for the Advancement of Colored People announced here today. The expression of the State Department was a reply to let ter sent to Secretary of State Hull by the NAACP asking that our Government seek removal of the restriction against Negroes entering Panama “for the pur poses of securing employment or for any other lawful purposse.” The NAACP pointed out that the restriction against Negroes is an insult to more than one-tenth of the American population and thus an insult to the United States, and hurtful to the friendly rela tions between the two countries. Section 15 of Panama’s current laws relating to immigration reads as follows: “The immigrta tion is positively prohibited of Chinese, Gypsies, Arabs, Turks, Aremenians, Hindus, Syrians, Le banese, Palestinians, North Afri cans of the Turkish race, and Negroes whose native language is not Spanish.” The State Department gave as its reason for non-action in the niattei', the fact that “it is a generally recognized practice in the intercourse of states, that each government has the right to regulate and if necessary to for bid, the migration of aliens into its territory.” Admitting this fact the NAACP in a second letter sent to the State Deparment today, insisted that our Goverment would noit be going beyond the bounds of friendly intercourse between states, if representations are made to Panama to abolish the restriction order affecting Ne groes. Action in the case of Panama recalls Mexico's abolition of a similar restrictive imingration ruling last March. The NAACP in that case, protested the ban successfully. -nOn HARLEM DEMONSTRATES FOR LOW-RENT HOUSING New York Oct. 26 (CNA)— Harden housing needs, rent con trol and lowM-ent projects were stressed in a parade organized here by the Consolidated Tenants’ I^eague and the Workers Alliance. The marchers were headed by the Boy Scout troop 763 of the St. Marks Methodist Episcopal church. Tho demonstration supported the recent findings of the Citi zens’ Housing Council, revealing bhat rents are much higher and overcrowding much more aqute in Harlem than in any other section of the city.
