With slavish de_ votion the Negroes had followed, the fortunes of the Republican par- j ty and its administrations. With j eoually slavish antipathy they had covertly and overtly opposed the Democratic party. The coming of Roosevelt made a cataclysmic change in the political thinking of Roosevelt could easily be- called the "Second Lincoln,’’ for it was the Negroes of this nation and ho who helped to further the eman cipative processes that Lincoln setj in motion. Negroes have shared largely if not equ taWy in all the t’. t rrmtnt'- efforts at human al leviation and th.se efforts are the most etdossal in the annals of man kin). Roosevelt has brought to the administration a breadth of out look and vision such as no other president ever manifested The most that can be quid against him is that he spends money freely and even lavishly; nobody ever i evaluat ,4 the ends he has in view and his tradueers are ostensibly oblivious to the great good thus done in a great emergency. A small coterie of politicians led my men like Carter Glass and Senator Byrd are constanly placing emphasis on the Government's expenditures; but they never estimate the good thing that takes precedence over balancing the budget and that is the welfare of the millions who by ! the fell stroke of adverse circum stances are doomed to physical and i social distress. These near-sighted politicians would leave the “for gotten man” further forgetten in tho interest of “balancing the! I udget.” There is a moral budget to be balanced also, and these de-1 signing politicions seem to overlook i this in every instance. Feeding the hungry and relieving the distressed is far more important than any balancing budgets. If unforeseen circumstanoes doom a large percen tage of our population to abject dis tress it is the part of wisdom to provido for them; and this is Roo_ sevelt's one great ‘crime" The cla 'mour is going up now that the matter of relief should be return ed to the states and local authori ties. If this is done it means re tardation in the integrative proces ses Roosevelt has sponsored so courageously towards Negroes. Ne-| groes would have starved in many instances if the matter of relief had been left to local authorities; and the starvation would have resulted no less from the financial incapacity of the local communities than from their disinclination to bo fair with their Negro citizen. When would these “budget-ba lancing” politicians and local statesmen ever have provided even the school facilities provided by the Federal administration under tho peerless Roosevelt? When would local authorities have re proached a willingness to expend large sums the government has spent for Negro betterment? It’ AND WHEN the matter of relief is tiransfbrred to the local communities as some are now clamouring to have done, it means greater tribulations for the Negro. If would be a decidedly bad break if Federal relief is withdrawn from the states which are either ; indisposed or incapable of dispen | sing relief justly to their Negro citizens. From the point of view I of their white citizenry the various states and communities could easily j take o'er the work of relief; for tho whites will cat at the first ; tabic. With the Negroes of these com munities it is different, for they must take the crumbs or not eat at all. Front the Negroes point of view the withdrawal of Fed eral relief woidd be a calamity, for through it they have received a degree of comnmnicaty recogni tion they never had known. The agitation therefore for the cessa tion of Federal relief among the states is essentially anti-Negro in its implications.
