A. A. C. P., of deliberate distortion
of the facts regarding the lynching
of Govan Ward of Louisburg, N. C.,
on July 30th. The controversy is one
of the most acrimonious of the pres
tnt session of Congress and reveals
according to informed observers here,
how deeply opposition, even in the
South, to the filibuster is getting un
der the skins of Bailey and other
Southern Senators.
The N. A. A. C. P. Secretary
charges Senator Bailey with lying
unless his State can and does appre
hend and punish Ward’s lynchers. The
full text of Senator Bailey’s letter
and of Mr. White’s reply are:
August 15, 1935
“I have your wire of July 31st.
“I did assert that the people of
the United States need no incentive
by way of Federal interference to
prevent lynching. I did assert that
there had been more improvements
in the reduction of the number of
these crimes than in the number of
the reduction of any other crimes
whatsoever. These statistics were
supplied by the Tuskegee .Institute
and are not to be questioned. I do not
think Federal action would have the
slightest thing to do with the stop
ping of lynching. I shall resist the
Costigan-Wagner bill as often, as it
| comes up and it makes no difference
whatever to me that the eyes of the
world will be upon me and my State
to see if I spoke truthfully and I
need no reminder from you cn this
subject. I have nothing but contempt
for your suggestion that I have spok
en other than truthfully, and you
know that you are lying wrhen you
undertake to rrjake it appear that
there has not been a very great re
duction in lynchings throughout the
country and in the South and in my
State the past forty years. You have
the facts before you. The idea of in
voking the Federal power to prevent
a crime, the number of which com
mitted in the country is less than
fifteen in a year, is an absui-dity up
on its face. I understand very weli
what your organization is up to and
I do not hesitate to say that so far
from advancing the interest of the
l’ace, it is doing as much as anything
to keep the race iace-conscious and
in a condition of unrest.

from you or any communications. You
ought to go out and make an honest
living instead of trying to attend to
other people’s business and taking up
collect.ons from people who are de
luded by the folly which you put for
wax*d.”

ness you displayed in filibustering
against the Costigan-Wagner anti
i lynching bill, I should have been un
; able to believe that a member of a
j solemnly deliberative body like the
United States Senate could have de
libcrately distorted the plain English
language as you have distorted my
telegram of July 31st in yooir reply
to me of August 15th. My telegram
to your regarding the Louisburg,
North Carolina, lynching of Govan
Ward on July 30th read:
“On April 26 you vigorously
attacked the Costigan-Wagner
anti-lynching bill and Asserted
that ‘we need no incentive to do
our duty’ in preventing lynch
ing or punishing lynchers.’ Yes- .
terday a mob n your own State
at Louisburg, presented you and
the State of North Carolina
with a challenge to prove the
truth of your statement of April
26. Thoughtful Americans, includ
ing many white citizens of North
Carolina, do not believe that
lynching can be stopped except
by Federal action. The eyes of
the world will be upon you and
your State to see if you spoke
truthfully when you filibustered
against the Costigan-Wagner
bill.”
“No statement is made therein
as to whether or not lynchings are
decreasing, increasing or remaining
the same. Can it be that the rea
son you failed to answer my direct
question as to what you and the
State of North Carolina plan to do
to bring the Louisburg lynchers to
justice is because you know that
neither you nor your State plans to
do anything, The plain question
! is this: What do you intend to do
j to make good your boast that
! North Carolina needs no Federal or
outside help to apprehend, convict
and punish any and all persons who
commit or participate in a lynching
in North Carolina? The question
as to whether or not you told the
truth in the filibuster is not going
to be answered in any other, fashion
j except by the apprehension and pun
ishment of the Louisburg lynchers.
If they are punished, then that ac
tion and it alone will proclaim to
| the world that you told the truth.
Likewise, failure to punish the
Louisburg lynchers will prove that
you did not tell the truth, and there
is no escaping that fact trough hys
terical statements such as con
tained in your letter of August
15th.
“I note your letter of August 15th
states that you desire no further
communications from me. It is not
difficult to appreciate your wish to
have the last word on this lynching
which must humiliate and em bar
rass you in spite of your self-right
our attitude.
“I note further your statement
’it makes no difference what
ever to me that the eyes of the world
wfcll be upon me and my State to
see if I spoke truthfully’. Is it be
yond your comprehension to real
ize that the time has long since
passed when territorial subdivisions,
whether they be nations or states,
can ignore what the outside world
thinks? Not even the most not
orious European dictators dare be so
arrogant.
“My comment on your remarks
about ‘earning an honest living’ is
that I prefer my own means of earn
ing a livelihood from an Association
to which contributions are wholly
voluntary, to your own where you
draw a salary from public funds
raised through the taxation of Ne
groes as well as white citizens, yet
utilize that position to prevent ef
fective action against that bestial
and unchristian crime of lynching
which President Roosevelt has right
ly termed ‘that vile form of col
lective murder.'
“Perhaps even you have learned
by now that the leading news
papers of your own state, and
thoughtful North Carolinians of
both races, not only do not approve
of your attitude but heartily disap
prove your participation in the fili
buster to prevent even an honest de
bate and vote upon the Costigan
Wagner anti-lynching bill. I have
too much respect for the integrity
and intelligence of the large and
constantly growing number of de
cent citizens of North Carolina not
to feel confident that they will
rese’.t your threat to filibuster
against Federal anti-lynching legis
lation ‘as often as it comes up.’ Do
you not realize, my dear Senator
Bailey, that the world is moving for
ward and that the growing number
of intelligent people, especially
younger ones, will not countenance
your continued efforts to block ac
tion to eliminate bestial mob vio
lence from our national life?"

IN THE STATE TRADITION
Most recent of lynchings in the
United States is that one reported
from the state of North Carolina.
The news must have surprised some
readers who know that North Caro
lina has been in many respects the
most enlightened and civilized of all
southern states.
Only a week before this lynch
ing, however, another news story
had come out of North Carolina, the
Significance of which may have been
overlooked. Some officials of a
state prison there were brought to
trial. It was testified that they had
claimed Negro prisoners in un
heaed rooms in winter, leaving them
until their feet were frozen off. A
North Carolina jury, after hearing
this testimony, decided that the
prison officials responsible were
guilty of no crime and might return
to their work, in which they had
proved such efficiency.
In a state of civilization that ap
proves this sort of procedure, lynch
ing quite naturally may be looked
upon as the more humane method of
dealing with persons suspected of
crime,

Mussolini is strengthening his huge
military machine in East Africa.
Lack of water, heat and deadly
tropical diseases are playing havoc
with the Italian expedition in Africa.
It is i eported that there are more
than 30,000 casualitie#. among the
Italian troons due to these conditions.
It is nevertheless clear, however,
that the matchless courage and brav
ery of the ill-equipped Ethiopans,
cannot offset the modem warfare of
Italy backed by world imperialism,
including France, England and
America.
World-Wide Ethiopia Defense
Movement
While Litvinoff has been using the
League of Nations to delay II Duce’s
war plans, a world-wide “Hands Off
Ethiopia" defense movement has been
gaining momentum, In stirring
wards, the Comintern Congress
(meeting of representatives of all
the Communist parties of the world)
has issued a call to the toilers of
all nations, races and creeds to halt
the advance of Italian fascism into
Ethiopia. The Communist Party of
Italy is leading a huge anti-war,
anti-fascist movement right under
Mussolini’s nose.
In colonial Africa, the Natives are
aroused against the threatened en
slavement of their brothers in Ethi
opia. The efforts of English and
Frencs Imperialism to form last min
ute obstacles to the war, are due to
serious uprisings which the brewing
among their own African colonial po
sessions. They fear the loss of their
own African colonial empires.
In America, the Negro masses and
white workers are seething with re
sentment to Mussolini's plans. The
Italian people in New York have
shown their solidarity with the Ne
gro people in the huge August 3rd
Demonstration. Similar demonstra
tions are taking place throughout the
country.
A conference has been called in
Harlem by the Provisional Commit
tee for the Defense of Ethiopia, a
united group of 36 organizations, to
map further plans for the defense of
Ethiopia. In this group are the Uni
versal Negro Improvement Associa
tion, the Communist Party, the
League of Struggle for Negro rights,
the Elks and other mass organiza
tions.
Musolini, faced by the inability of
Italian fascism to solve the deepen
ing crisis at home, drives ahead to
war. Only one force can stop him—
can save Ethiopa—that is the united
action of black, brown, white and
yellow anti-fascists and peace lovers
all over the world. Demonstrations,
protests, resolutions, delegations, pe
titions must have as their goal
“Hands Off Ethiopia’’.
Prominent Civic
Leader To Run
On Labor Ticket
NEW YORK—(CNA)—Mrs. Ger
aldine Chaney, prominent civic lead
er in Queens, will run as a united
labor candidate for alderman of the
58th district in Queens, New York.
United Labor candidates in this dis
trict will run under the emblem of
the Independent Citizens Party on a
program of equal opportunities for
the Negro residents of Queens.
Mrs. Chaney was one of the lead
ers of the Committee for Equal Op
portunities in Queens, a Negro and
white group which forced the ap
pointment of Negro physicians in tha
Queens General hospital.
The Communist Party of Queens
withdrew its candidate, Charles Ar
cher, in favor of Mrs, Chfmey. It
urged all its members and followers
to support Mrs. Chaney.
