Association Declare* New York, May 21—A clandestine, but vigorous well organized plot is at work to kill the Costigan-Wagner anti-lynching bill in the senate, it was charged here today by Walter White, secretary of the National As sucition for the Advancement of Col ored People The measure is being blocked by a amall group of senators containing some members from northern and west em tales as well as the usual southern senators, the N.
