L NOT Roosevelt Reiterates Determination Not to Again Become Candidate " and Will Make Tour of World The Washington correspondent of the State Journal, under date of De cember 23, writes: Whatever doubt may have existed heretofore of Presi dent Roosevelt's determination not to be the republican candidate for presi dent again should disappear now, in the opinion of his advisers. In the presence of a number of politicians and others at the Gritiron dinner re cently the president reiterated his de claration not to be a candidate for a third term. He went further, in fact, than previously, and said. "I would not accept even if I were nominated." This remarkable statement on Pres ident Roosevelt's part came as the conclusion to a talk he was giving on his. tenure of office and the attempt of certain newspaper men to keep him in the running for the next nomi nation. He referred to the fact that he would not have a third term, but that still there appeared to be misgiv ing on that point in the public mind. He said he was determined, how ever, to adhere to his previous state ment, that he did not believe in a third term himself and did not believe the American people believed in that idea; that he did not want another term in the presidency and that he would not accept it under any circum stances. Thoroughly eliminated, therefore, from the contest , 'a 1908, as the presi dent's advisers say he henceforth must be considered, Mr. Roosevelt, it is be lieved, does and will aspire to become United States senator from New York. He also has a burning desire to travel extensively abroad, it is" said, and f-3ls assured according to his friends, of a world ovation second to none ever ex tended to an American, not excepting General Grant. The letter also Impressed me with your apparent hon esty and personal anxiety in having your party redeem every pledge. The anti-pass law, the direct primary law and Jaws to tax the railway terminals, while new to your party are not so to a largen umber of our citizens, for the reason that they have been dis cussed and advocated for a number of years, by your political opponents, therefore all parties being now agreed upon the necessity for their enact ment little or no discussion will be required for their passage. But the great battle will come upon the Jaws fixing maximum freight and passenger rates to be paid railroad companies in this state. As to the imperative need of such laws, I take Jt all parties are agreed, this being true thn, the vital point is how can it be done with the least friction and certafny of accomplishing the desired results? The plan proposed by you and your party is to confer upon tho railway commission the power to fix, determine, and .enforce reasonable freight and passenger rates. This plan in my judgment is fraught with two doubtful and therefore dangerous contingencies. First, and most remote, the declaring of the constitutional amendment creating the eommislon nil for various reasons and discussed during the recent campaign. Second and the one which I consider most so rious, can tho legislature confer thla lower upon a commission?
