During the period between the evacuation by the Uerman authorities and the final de termination of the status of the duchy tile territory in question will be governed by a commission composed of five members, three to be appointed by the Principal Allied ami Associated Powers (l nited States, lOnglund, I1 ranee, Italy and Japan) and one each by Norway and Sweden. I lie iollowiug classes of persons (without regard to sex) are entitled to vote on tin* question: all persons 1*0 years of age born in the zone in which the plebiscite is taken; or persons who have resided therein since January I, !!»()!); or persons who have been expelled by the Uerman authorities. Military persons, officers, non-commissioned officers and soldiers in tin* Uerman army are to be given opportunity to return to their native place to vote. The time for the plebiscite depends on various circumstances. It can not take place before the Peace Treaty has come into ef fect and the territory has been evacuated by the German military and civil authorities. Article 4-10 of the Peace Treaty provides that it (the Treaty) shall become effective as soon as it has been ratified by Germany on the one hand and by three of the Principal Allied and Associated Powers on the other. To date it has been ratified by Germany and Great Bri tain. France is about to ratify it. There will remain, then-lore, only tin* vote of either the I nited States, Italy, or Japan to bring the treaty into effect.
