Indiana Senator Has a Scheme to De
stroy This Great Evil.
Richmond, Ind., Nov. 19. At a
meeting here yesterday of represen
tatives of the Young lien's Christian
associations of Indiana and Ohio, Sen
ator Albert J. Beveririge stated that
the opening day of the coming session
of Congress he intends to Introduce a
bill prohibiting the labor of children
throughout the country and a bill to
make more rigid the inspection law.
He s'lid the child labor bill will pro
vide that no railroad, steamship,
steamboat or other carrier of inter
slate commerce should transport or
accept for transportation the product
of any factory or mine that employed
children under 11 years of age. The
bill, ho said, would provide that every
carrier of interstate commerce should
require an affidavit from every factory
or mine owner shipping its producj
that it did not employ children under
14 years of age, the form of the affi
davit to be prescribed by the depart
ment of commerce and labor or the
interstate commerce commission with
heavy penalties, both civil and crim
inal, for violation of th law.
The bill if it becomes a law, he be
lieves will stop the practice of ruining
future citizenship by working chil
dren of tender ages in mines and fac
tories. There is no other way he said,
to reach this growing evil. A federal
statute cannot be passed directly con
trolling the factories and mines In
the states. That is the province of
the states, but Congress has absolute
power over railroads, boats, ships and
other agencies of interstate commerce,
and unlimited power under the consti
tution to provide that they- shall not
carry the products of factories and
mines that employ children.
The bill to amend the meat inspec
tion' law will require putting the date
of inspection on every can of meat
product and the packers to pay the
cost of inspection. These two provi
sions he said, are 'demanded by the
people and agitation for them will not
cease until these provisions become a
part of the law.

LITTLEFIELD A COWARD.
Attacks Gompers But Insists on Ex
cluding the Reporters.
Congressman Charles E. Littleflold
was the chief speaker at the banquet
of the National Founders' Association
in Washington on November IS. This
association is opposed to unions and
favors the 'open shop." Naturally
they asked Littlefield to address them,
knowing that he was of their kidney.
Littlefield started in to "roast" Sam
uel Gompers, whom he denounced as
a "lomenter of disorder. Speaking of
the anti-injunction bill advocated by
Mr. Gompers and now before the house
of representatives, he said it was an
act which sought to give the labor
men "the right to conspire to commit
murder, to . threaten, to intimidate, to
coerce. In other words, to make con
spiracy, thnt seeks the destruction of
property and even of life, not a crime."
At this point the reporters were
asked to leave the room as Mr. Little
field said he was not speaking for pub
lication. He was very much excited
and spoke with much feeling.
But despite hi3 "feeling" Littlefield
remembered enough to ask that the re
porters be excluded. He did not dare
say it openly so Gompers could an
swer. He preferred to snealc behind
closed doors. . That is the measure of
Charles E. ' Littlefield. But when
Samuel Gompers has anything to say
about any man, or any policy, he Is
man enough to say it openly, and don"t
you forget it.

Before the Elections.
That the American Federation of
Labor is in politics to stay antl to play
the game on practical lines is the only
inference to be drawn from the sur
face straws of the convention. There
is already a demand for a more definT
ite plan of political organization and
action. Though the subject may not
be tackled directly in the present con
vention, there is more than a possi
biltty that the time of future conven
tions may be changed from the middle
of November to the middle of Septem
ber, thus bringing conventions of cam
palgn years especially, before the date
of election. The purpose is to bring
the representatives of the national or
ganizations and local bodies from all
parts of the country together before
election, in time to add impetus and
enthusiasm to the political campaign

Galveston plumbers to the number
of seventy-five are out. They want
02 cents per hour and ST1, for help
ers. Three shops have signed up. The
plumbers show gains for the year as
follows: Charters issued 59; surrend
ered 36. Gain in membership 1,133.
Number of strikes 44; won 39, com
promised 3, lost 2. Number of per
sons Involved 1,524. Death benefits
$6,500, sick benefits $29,475. Cost of
strikes $56,979.
