Jan. 11.—The cost of operating the government print ing office during the last four years has been $2,873,683 less than was expended during the preceding four years, George If. Carter, pub lic printer, stated in his annual re port, made public today, while in the period 1921-1924 unexpended balances amounting to $5,650,218 were returned to the treasury. In addition, lie reported receipts amounting to $1,083,857 from sale of waste paper and useless equip ment. Despite the larger volume of work done and the longer shifts during the years 1917-1920. says the report, average production per employe was higher during 1921 1924. Kffnrts to reduce expenditures are being made in all sections of the office, with the result that econ omies totalling $184,000 are effect ed annually, it adds, while $61,329 was saved during the last year through the remelting of old plates. Governmental printing require ments last year were heavier than ever before, it is asserted, congress especially breaking all records for the •'Volume of annual oratory” with investigations also adding greatly to the work. The Daugherty investigation rec ord covered 3,415 pages and the thousand copies ordered cost tho government $12,605. The Teapot Dome Investigation took up 3.570 pages and fhe 1,700 copies printed cost $14,151. Other committee hear ings were printed at an expense of $226,530. Discontinuance of the practice of the free distribution of government publications, except the congres sional record and directory, is rec ommended in the report, it being pointed out that during the last four years $1,461,326 was received from the sale of some of these publica tions. A building to bouse the printing office also is urged. Washington, Jan. 11.—Indications were given at the treasury today that an Investigation into conditions in several customs offices in different sections of the country is under way as.a result of disclosures in the se cret inquiry into conditions among the agents in the Hawaiian customs office. One agent has been convicted there and four others Indicted on charges of conspiracy. And the treas ury's advices indicated that the gov ernment has been defrauded of thou sands of dollars In duties. Officials declined to discuss the new inquiry, hut it was said in some quar ters that Information received in the ItawnTfnn investigation had furnished reasons for looking into conditions elsewhere. The belief prevailed that evidence gathered in Hawaii may lead hack to the .continental 1'nlted States inasmuch ns most of the big importing firms have their head of fices and executive officials in this country. Whether there was grrrtmd for belief that indictments could lie obtained here, however, was not dis closed. Information at Hie treasury was to the effecthat the Hawaiian conspir acy has been proving highly profit able to Importing firms and that the practices employed in some Instances at least had amounted almost to smuggling because of the connivance alleged to have taken place between some of the agents and the Importers. It was declared that all of the "leads" obtained in Hawaii would be followed and, if necessary, would be turned over to the State department for transmission to foreign govern ments whose nationals may be found to he Involved. The statement that the eases would lie taken up with foreign governments was made by high officials, showing tl’.at they had bo Intention of letting up until all persons involved have been traced down. It was explained, however, that the treasury at this time is not fully advised as to the number of persons involved by the Honolulu investigation, which went on secretly for nearly three months, but customs officials are making plans to carry on a complete bouse clean ing wherever the service is found to require it.
