i' i- l in . t 'otnptroller of the fTir
ni • Henry M. Dawes, declared In
It's annual report to congress today.
I. inch hanking within the federal
ta n ve systt m must be curbed and
1 national hanks replaced on a competi
n'i equality with stale hanks or the
system will collapse, Dawes told con
g! I-SS.
I " To accomplish these results. Dawes
S'commended amendment of the pend
ing McFadden Peppeit banking bill,
providing Important amendments to
the national banking statutes.
Unless congress provides legislation
P In meet what Is considered a hanking
crisis, Dawes said that "defections
from the national banking system
will take place within a few years, to
» such an extent as to reduce the
P system to the plane of an unimpor
tant factor In the nation's financial
.structure."
Charge Inequalities.
Citing results of alleged Inequali
ties in Intra-rlly lianking oetween na
tional and state banks, Dawes de
clared that In Cleveland and Detroit
only three national hanks remained
operation, while In New Orleans
the number has been out to one.
Under Dawes' plan, national hanks
would he prohibited from branch
■ hanking except 1n states where this
system Is permitted by law. Stale
banks practicing branch banking
. would he barred from the federal (
reserve system except In slates where |
laws or practices permit the operation j
of branches, according to Dawes' rec
ommendation to congress. Neither
* national nor state federal reserve
hanks should, undey any elrcunv
stances, l>e permitted to establish
branches beyond the limit of the oily
of the parent institution, the comp
' troller asserted.
"State non-member banks with
branches may Join the federal reserve
system and bring with them such
branches as were established prior to
the date of passage of the proposed
McFadden Pepper hill," Dawes con
titled.
"Should any state which does not
. now permit branch hanking after pas
y sage of this bill, enact legislation
which will permit the establishment of
nf branches, national hanks shall not
hive their facilities extended hy such
; • legislation.
Would Unlit Privilege*.
"State banks shall not he permitted
- to avail themselves of such privileges
; and retain eligibility for membership
* In the federal reserve system."
{ National banks shoifld be granted
: ‘'indeterminate charters" Instead of
. 99-year charters as under the present
11tv, Dawes said. IT* recommended
,ii.it the law bs amended to authorize
» the chartering of national banka In
t outlying districts, of cities of over 50,
* 000 population with a capital of $ 100.
j 000. The present act prohibits of nn
5 tlonal banks In cities of this size with
Ji^capltal less than *200,000.
Legislation auggested, according to
Dawes, Involves no unfair or dis
criminatory provisions against slate
banks and trust companies.
"National banks." he added, "afford
It strong, aggressive and permanent
membership, having resources of over
*23.000,000,000 and ranging tn size
from the greatest hank In the world
to the small neighborhood Institu
tions.
"It Is unthlnkahle that, either
. through direct act or neglect, the
V United States government should per
mit dissolution of such an institution
or lose Its control over It.
"In spite of the fact that more
htate and national banks suspended
or failed during the past year than In
any one year since the lauguratlon
of the national banking system, ra
tional banks generally withstood the
strain and continued to maintain an
outstanding Influence In the financial
system of the nation."

Ex-Omaha Youth, 17, Is Member of
Shakespearean Players Here
Waller Tapper Janes. Son of
Former Kpiscopal Hector,
Starteil Stage Farcer at
Boyil Theater.
"I see they’ve torn down the old
Boyd theater,” remarked Welter
Tupper Jones, one of the KrIt/.
I,eiber Shakespearean company on
his arrival In Omaha Monday.
From which remark one might
think Jones Is a "pioneer” or veteran.
But he numbers bis summers just 17.
an extremely engaging youth and a
former Oniahan.
Twelve years ago his father, Rev.
John W. Jones, was pastor of an
Kpiscopal church here, while his
moiher, Mrs. Mary Tupper Jones,
was a leading member of the O. It.
Woodward Stock company, playing at
the Royd. Her stage name was Paula
Verne.
"One day Woodward wanted a boy
to f>lay ’little Willie' in Fast I.ynne
and the mother said 'Why not use
Tupper.' He gave me the part and
In a week I had It down perfectly,"
said Walter Jones.
Moved to Denver.
■'I've been on the stage ever since.
We went to Denver, where my fath
er had charge of the cathedral. He
died soon after.
Throughout the years mother gave
us an education, supported me and
my three brothers anil sisters and we
ate all on the stage now'. I attended
28 schools in getting my first eight
glades.
Mrs. Jones. Paul, Teddy snd Isa
belle are now plavlAg with "The
Swan" In Chicago. It ran all last
year In New York. Starr, the other
brother, is stage manager for Walter
Hampton, now In Washington. And
Walter plays with Fritz I.eiber In
Shakespeare.
Met Seamy Side.
"Though we are all now with good
companies, we have met the aeamy
side of an actor s life,” said Walter.
"Onee we were all In Detroit, out of
work and w-ith an engagement wait
ing us If we could get to Philadelphia.
mml
cWa/ter &#per
It was in February, but we started
out in a Ford coupe, four riding In
side and the other two on the bark
end, and with six suitcases fastened
on the Tunning boards. We had $20.
At Akron, O., we sold our last laprobe
to get money for gasoline, and had
11) cents left, which we spent for a
loaf of bread.
Have Narrow Escape.
"At 12 that night we struck a long
hill full of curves near Beaver Falls,
known as 'death curve.' My sister
was driving. Our brakebands were
nearly worn out and the car careened
down that hill with its heavy load, hit
a jagged piece of rock, which alone
saved us from s plunge to death, and
then turned over, a wreck.
A motorist took us all in to a hotel,
where we obtained credit for our lodg
ing and the stacks of tilings we ate.
In the morning mother went out and
sold the car for $100. On that we
proceeded by rail and in a week had
all landed in positions."
Young Jones was entertained here
by Mrs. Edgar Scott, an old friend of
tlie family, at the Blackstone.

Naturally, when the bladder becomes
Inflamed by poisons which the ktd
