London, Aug. 15.—Chancellor Marx went to Downing street at 6 o'clock this evening to aoquaint Premier MacDonald with the German reply on the problem of the military evacua tion of the Ruhr. London, Aug. 15.—A conciliatory reply to France's proposals for evacu atlon of the Ruhr was drawn up for presentation this afternoon by the German delegation to the Allied reparations conference. In some quarters It was said that Germany's answer was "virtually ac ceptance" of the French terms. Inter national News Service was informed, however, that ths reply makes ac ceptance possible but that further negotiations probably would be nec essary. The German communication Is a lengthy document. It was drafted after President Ebert had communi cated the gist of German political views to Chancellor Marx. I Up to Delegates. Berlin virtually placed responsibili ty for the reply upon the German conference delegation but It Is under stood that the ministers in Berlin sug gested counter proposals as a possible means of obtaining better evacuation terms for the Germans. The Germans planned to ask France and Belgium to state their demands In a diplomatic note to which Ger many will reply. Germany considers its rights have been Injured here, maintaining that the separate Ruhr negotiations have not been conducted In the spirit of the conference. However, the Germans had no al ternative but submit, announcing ten tative acceptance under duress. Acceptance Delayed. Chancellor Marx and his colleagues had decided to accept the French Ruhr terms last night, but received word from Berlin that President Ebert wished to have conferences with various political leaders first, so the JTeuton envoys postponed action until today. Motis, of Chicago, figured In another accident Thursday after noon shortly after leaving the garage where repairs were made as a result of the first mishap. In the first accident, the two cars crashed head on when Motis claimed to have been blinded by bright lights of an approaching car.
