Informal Gathering Seeks to
Pave Way for Some
Agreement.

I*ndoh, July 21.—Premier Mac
Donald of England conferred today
for two hours with Premier Herrlot
of France, Finance Minister de Bte
fanl of Italy and Premier Theunls of
Belgium regarding ways and means
of obtaining an agreement between
the delegates of the interallied con
ference on the enforcement of the
Dawes plan.
While the plenary delegates dis
cussed the broad phases of the
Dawes plan, the committees of ex
perts continued their efforts to reach
' an agreement on measures for bring
ing about the fiscal and economic
unity of Germany. It Is believed this
will be realized by tonight except for
the question of railway control,
which remains a stumbling block to
the plans for the evacuation of the
Ruhr.
The experts presented the con
flicting views on railway control ad
vanced by the British, French and
Belgians, respectively, to committee
^ number one of the conference and are
I awaiting fresh Instructions how to
proceed. The program adopted by the
group of experts studying the restora
tion of German unity Indicates it will
possibly hold a plenary session to
morrow.
Frank B. Kellogg, the American
ambassador, was unable to attend the
conference this forenoon with Prime
Minister MacDonald <n Downing
Street because his presence was de
manded at the ceremonies of welcome
to the bar association delegations
from over-seas.
