J Manila, P. 1., July 16.—Ignoring

over the question of Independence,
Governor General Wood today in his
annual message to the Fll’plno legis

and asked further consideration of
ths recommendations he made In
1923, most of which have not been
acted favorably upon.
“Pilblic order has been good.” said
General Wood, "with the exception
of several ar;ned uprisings against
Ihe authorities In the Moro provinces
of Lanso, Sulu, Cotobato and the
Colorum disturbances in the vicinity
of Surlgao and Mindanao.
"There has been a gradual im

of taxes have been paid than during
the precedes year. Insular revenues
have increased and the general finan

"Public health has been excellent,
with no serious epidemics and the
death rat* lower than in recent his

1921. Research work by the Rocke
feller foundation has contributed a
solution to our health problems.
"I earnestly Invite your attention
to the necessity for th* enactment of
measures tending to development of
our natural resources, which are al
most untouched today, and which,
under proper management will be a
source of almost unlimited wealth.”
“The most creditable progress has
been made In education with & re

development, but very little has been

Coolidge Sends Photo to Omaha Kin
Philomena Powers, 14, 240S Cali
fornia street, believes she is one of
(tie lurkieet girls in Omaha. On
Tuesday she received an autographed
photograph of President Coolidge in
response to a letter she addressed to
the White House congratulating the
president on the occasion of his birth
day anniversary, .Inly 4.
In addition to the president's signa
ture, the photograph which Miss Pow
ers holds In her hand bears the salu
tation "To Philomena Powers," also
written by the president.
Through her father's maternal kin
this Omaha miss is a fourth cousin
of the president, and she noted this
fact when sending her recent letter.
The late Jed Coolidge of Central City
was a second cousin of the president
and uncle of George Powers, father
of Philomena. fc
Miss Powers, who was graduated
last June from St. John school, wishes
she could vote for President C«o!idge

Discussed Attack on Own Parents
Chicago, July 16.—Persons close to
the defense declared here today that
I Richard J.oeb and Nathan F. I Leopold,
; who now are aw aiting trial on
charges of kidnaping and killing 13
year-old Robert Franks, had not only
calmly considered using Tommy I*oeb,
lflyeur-old brother of Richard as
their victim, but also had even con
sidered the possibility of attacking
their own fathers.
The youths compromised and agreed
to the kidnaping and killing f>t the
Franks boy, It was declared.
After the subject of the parents had
been discussed the possibtlitity of *t
tacking Mr. Iyoeh ajso was dropped.
It was reasoned, according to the
story, that Mr. J^oeb was ill and con
fined to his bed at home. That, they
sre said to have agreed, would have
made it very difficult to attack him.
The discussion regarding the possi
bility of an attack on the elder Leo
pold finally reached a point where It
also was dropped because of the lack
of an opportunity to collect ransom,
a necessary part of the thrill pro
gram. Mrs. Leopold Is dead and there
are few other near relatives who
might have been Induced to part with
a large sum as ransom.
The boys, according to this new
development, finally decided they
would have to use a child in their
scheme, although the thrill would not
be so great.
Persons who discussed the newest
turn gave no reason for abandoning
of th» scheme to kidnap young Tom
my Loeh.
