KENNEDY'S STAND
Onmlmn Srp* Plan 0|tpo«rtl
20 Yrars Ago Prove
Inefficient.
--
Almost in veara ago, John I.. Ken
nedy of ttmaha, than a rnngreannuin
and a member of a committee Inter
ested In reclamation by Irrigation,
took hi* aland for a *y*t*m by which
tha government could bring water to
arid lands similar to tha nna which
la now urged In Washington by a ape-1
Hal committee.
The principal recommendation of
the committee, which has Junt submit
ted a unanimous report to Secretary
Work. Is that the repayment to the
government of construction costa be
baaed on actual crop production of
farm lands, other than the present
system of a fl*e«l percentage per acre,
now held to be "Inelastic and unscien
tific."
Jtr. Kennedy wae at the time he
served on the committee opposed to
the system which Is now being over
hauled, and contended that tha cost
to the farmer would ha too high and
urged that a part of tha Initial costa
of the engineering projects be ah?
sorbed by tha government.
"I am greatly encouraged by this
move to overhaul the reclamation
program,” said Mr. Kennedy this
morning.
