Earlier Meet of Congress Backed j •"_ Senate Endorses Norris Amendment for Opening and Inauguration in January. Washington, March 19.—A step to ward adding another amendment to the ocnatitution was taken yesterday when the senate. 63 to 7, adopted a joint resolution to have presidents inaugurated the third Monday in Jan uary and new congresses go into of fice the first Monday in January, after election. The resolution, which was offered by Senator Norris, republican. Ne braska, now goes to the house where, as in the senate, a two-thirds vote is necessary for adoption. If approved by the house It will then go to the states for ratification. Explaining provisions of the pro posed amendment Senator Noarts In a statement said: ‘‘The congress elected in November w ill go into office- on the first Mon day in January following, and a ses sion of congress will then begin. This means that as soon as congress 3s elected it will commence Its official duties without delay instead of wait ing 13 months before Its members are actually sworn Into office as under present conditions. This Yneans the abolishment of the so-called ‘‘lame duck” congress. The old congress will have no session after the elec tion. Not only will the people be able to li^ivo their will expressed In the election translated Into law with out delay, but an old congress which may have been repudiated Rt, the election will have no further func tion to perform. Will Prevent "Joker” Laws. "It abolishes the existing short ses sion. Under present constltutienal provisions a congress assembles in December after election and run* un til March 4 when it expires by limita tion. It Is In thia so-called ‘short session’ that all kinds of jokers creep into the laws. The calendars of both houses are clogged and everybody knows that It Is a physical Impossi bility to dispose of much Important legislation pending. It is in the short session that bad laws are put on the statute books and desirable legislation is lost in the rush. It is in the short session that filibusters are effective and a few determined men can block desirable legislation simply by taking up time. Covers an Emergency. Under the present constitution if the people fall to elect a president and the election is thrown into the house it is the old congress that elects the president and not the new. This amendment will reverse conditions and in such a case the president will be elected by the congress fresh from the people. Under present conditions a congress that may have been re pudiated elects a president who holds office for four years. “Under the existing constitution If the iieople fail to elect a president at election and it Is thrown into the house and senate and if the house and senate should under such condi tions fail to elect a president there Is no provision of the constitution which provides who shall be president and til eye Is no authority given to con gress to provide by law wfio shall be the acting president. Thia amend ment confers upon congress the power to provide by law- who shall act as president in such an emer gency.”’ _ Political Upset in Sioux City Sioux City. March 19. —Frank Green and W. Stewart Gilman were nominated by the voters of Sioux City Monday to be candidates for mayor In the final election March 31. All members of the present city council were nominated to run for re election and the following were chosen to oppose them: Paul Cald well, Charles E. Wilcox. Charles O'Shoness;/ and Milton Perry Smith. The principal feature of the elec tion was the "upset" of the political dope by the nomination of Gilman * over John A. Johnson, who was touted ns an almost sure winner. The total number of votes cast for mayor .was 17,812, which was 1.432 less than the 19,244 ballots cast In the municipal primary of 1922. China Refuses Demands. Pekin, March 19.—The negotiations for recognition by China of the Rus sian soviet government appear defi nitely to have failed. Mrs. Spigle, the daughter in Kansas City told her sister, believes that she is no longer deaf and dumb due to the teachings of a healer whose lec tures she had been attending. Mrs. Spigle will go to Wichita, Kan., where the healer will lecture, before return ing to Omaha. A brother and sister of Mrs. Spigle also were born deaf and dumb. Mrs. Spigle has been a resident of Omaha for 36 years. A gun shot wound was discovered in his side and his horse, saddled and bridled, was running loose. JennCy, for public safety commisloner; C. H. Kies, for city parks commissioner, and Don G. Allen for municipal Judge. Barton will be opposed at the March SI election by Mayor Carl M.
