Washington, March 17. — Should President Coolidge be the republican nominee at Cleveland, and should a reactionary platform be adopted, friends of Senator I.a' Follette predict that the Wisconsin delegation, after the defeat of the substitute platform which it will offer, will walk out of the convention. They hope that other state delegations also will withdraw. Inquiries have already been made In all the states to develop what ob stacles there would be to such a pro gram, and reports have been made that the greatest difficulties would be en countered in New York state. "We pledge recovery of the navy's oil reserve and all other parts of the public domain which have been fradu lently or illegally leased or otherwise wrongfully transferred to the control of private interests; vigorous prosecu tion of nil public officials, private citizens and corporations that partici pated in these tranactions; complete revision of the water power act, and all other legislation relating to the public domain. We favor public own ership of the nation’s water power and the creation and development of a national super-water power system, and strict public control and perma nent conservation of all the nation’s resources in the interest of the peo pie.” Public Ownership of Rails. The platform declares for the re peal of the Ksch-Cummins railroad > Jaw and the fixing of railroad rates on the basis of actual, prudent iri vestment and cost of service. It is declared that public ownersljir I of railroads “with definite safeguard againlt bureaucratic control" is “the only final solution *of the transporta tion problem." Reduction of federal taxes on in dividual incomes and legitimate busi ness is proposed and it is suggested that "the $800,000,000 now annually expended for the army and navy in preparation for future wars" be cur tailed. It is also proposed that “hundreds of millions stolen from the treasury through fraudulent war contracts and the corrupt leasing of the public re j sources" be recovered. Denounces Mellon Plan. By Associated Press Moscow, March 17.—The Chinese government, having declined to rati fy the agreement for resumption of relations with Russia, has been warned by the soviet government that Russia will wait only three days for ratification. The news that the Chinese govern ment had declined to ratify' the sig nature of its delegate. Dr. Wang, to the preliminary agreement with the soviet representative, M. Ivarakhan, for the resumption of diplomatic re lations, reached Moscow in a Peking dispatch which declared that M. Kar aklian had informed the Chinese gov ernment that Russia would wait only three days for ratification. American. French and Japanese pressure upon the Chinese govern ment is declared by the Russian cor respondent in Peking to be the cause of China's attitude. On Sunday the Russian public had long editorials spread before It, ex pressing Joy over the success of the Russian policy In the east, as though the rapproachment with China was an accomplished fact. This afternoon the public was suddenly informed through newspaper headlines an nouncing “Russian ultimatum to China,” that the fact was not yet accom plished. Police emergency car filled with high-power detectives searched Omaha for 20 minutes Monday afternoon for a house in which a prowler was sup posed to be at work, because they had forgotten the address, and no one thought to call up the station and find out what it was.
