amendment ahall be designated aa he -

•Article III, Section 2bA. It ahall be
the duty of the City Engineer, before
bide are asked for by advertisement in
any Improvement district, to make «.are
fui and detailed estimate of the costa of
the contemplated improvement. Much
estimate shall be itemized so that a com
parison nmy be made between such esti
mate and tile bids called for. Stl< h e# -
mate shall be suomirnd to the City Coun
cil and in advertising for bids for any
il* h work the Council shall cause th*
• mount of su*h estimate to lie published
therewith. All bid# received for any eucn
work shall be referred by the City Council
to the City Engineer for tabulation. Jf

advertising for bids, provided the con
tract price be within the estimate of
the City Engineer and the contract be
entered Into vrithln thirty days after the
