the duty of the City Engineer, before

any Improvement district, to make «.are

the contemplated improvement. Much
estimate shall be itemized so that a com
parison nmy be made between such esti
mate and tile bids called for. Stl< h e# -
mate shall be suomirnd to the City Coun
cil and in advertising for bids for any

therewith. All bid# received for any eucn
work shall be referred by the City Council
