Washington, Jan. 25.—While repub
lican house members were consider
ing a proposal today to draft a tax
bill of their own, using the Mellon
plan as a basis, Secretary Mellon re
newed his defense of his proposals In
another open letter to Senator
Couzens, republican. Michigan.
In his last letter to the secretary,
the Michigan senator had challenged
Mr. Mellon to tell the country what
effect the Mellon plan would have on
his own personal taxes. The secre
tary's reply did not mention that sub
jeet, however, but Instead again In
ti Hired whether the present high sur
tax rates bad not impelled Mr.
Couzens to invest a large part of his
wealth in tax exempt securities.
Mr. Mellon also disregarded Sena
tor Couzens’ challenge to a joint tie
ite on the Mellon plhn.
‘‘Tour case Is not unique,” wrote
the secretary- "There are many other
men In similar situation. Your case
is of interest, solely as an illustra
tion."
Mr. Mellon emphatically denied he
bad abandoned his proposition that
high surtaxes were becoming less pro
ductive. Mr. Couzens’ statement to
that effect, the secretary said, seemed
to be conclusion arrived at by some
“unique process of reasoning” which
the treasury head found himself un
able to understand.
"You try to answer the railroads'
need for stock Investments,” the let
ter went on.” the usual political dla
tribe against them. The question is
can they obtain the capital which is
required to meet the country's needs
and this depends upon what they can
offer investors. Under' the present
surtax, and it is they which have been
the continuous subject of our corre
spondence, a 6 per cent stock nets the
small income 8 per cent. It nets the
large income only 3 per cent. That
is what I meant by inadequacy of
return, and its correction lies in low
ering of surtax rates.
After he had assured Senator Cou
pons that the Couzens tax exempt in
\ estments were cited "solely as an
illustration" and with no intention of
indulging in personalities, Mr. Mellon
continued:
"Let us return, therefore, to the
■ riginal subject which is the basis of
t lie rbrrespondence between us. That
is whether the high surtaxes are be
coming less productive of revenue to
' lie government and aro injurious to
•usiness initiative. . . . The case Is
really too plain for argument.”
Secretary Mellon also wrote a letter
today to Representative Moore, demo
crat, Virginia, In which he favored
enactment of legislation which would
require taxpayers to state in their
income tax returns what tax exempt j
securities they hofd and their char
acter. i
Repeal of the excise tax on sbft
drinks and beverages was tentatively
agreed on today by the houso ways
and means committee which is con
sidering tax legislation. Chairman
(ireen estimated $11,000,000 in revenue
thus would be lost.
/Committee members reported that
thus far all attempts to repeal the
tax on automobiles and accessories
had been defeated.
Danger to Court
Records Bared
Raymond Smith, attorney, speak
ing before the Council Bluffs Rotary
club this noon, declared that a fire
in Pottawattamie county courthouse
would inevitably destroy priceless
records, which are exposed on open
shelves without protection.

Are Dismissed
Five Indictments were dismissed In
Council Bluffs federal court Friday
morning for various causes. They
were against Alba F. Fit. on a
charge of stealing front the mails;
Phil Mathleu, charged with chang
ing the name on a liberty bond; Jacob
Lewis, charged with breaking and
entering a box car in Interstate com
merce; VV. y. Copenhayen. liquor
charge; and Martin Svenzsen,
charged with violation of the pure
food law.

Burial of D. Ward Brown, who died
In Denver January lfi, took place Mon
day In Forest Lawn cemetery. He
lived hi Omaha for 15 years, leaving
here 20 yenrs ago for Denver. Ills
sister, Enuna, died here, January H

Bralley & Dorrance chapel.
Surviving him are his son, Harry,
and daughter. Mrs. Ethel Petersen,
both of Omaha, his widow and three
step-children, and two ulsters, Grace

Safety council toduy in announcing
that 17,000 druths were caused in tlie
United States during 1923, by auto
mobiles, outlined three recommenda
tions which it said it could be ap
plied in any city to bring a reduction
in street accidents.
They are:
1. That traffic movement along
main arteries and subsidiary chan
nels ho studied and traffic maps
made so that traffic distribution and
control may bo made effective.
2. That city spot maps showing
llie place of every traffic accident lie
made so that local centers of hazard
trlay be identified and proper treat
ment at conditions prescribed.
3. That tiie intelligent co-operation
of every user of public streets lie ob
tained through community organiza
tion and education directed at the de
velopment of safer conditions and
conduit everywhere.
While automobile deaths in 1923
are estimated by the safety eout. il
to have been 1,000 more than in the
preceding year, the following cities
are said to have reported substantial
decreases:
Ban Francisco, Minneapolis, Sacra-j
mento, Eh lea go, New Haven. New
Bedford. Mass.; Grand Rapids, Mich.;1
Providence, It. I.; Seattle, Elizabeth,
N. J.; Racine, Wis.; Toledo, Salt Lake

Actor Held in
Fur Cape Theft
Ernest Veshuel, 18, an actor, who
Is ''resting'’ in Omaha, Is held by
police for investigation on complaint
of Mrs. Ruby Ask In, 1722 Capitol
avenue, who alleges that he robbed
her after she. befriended him.
After he arrived In Omaha with
out funds, she said, she took him to
her home and gave him a meal.
Later, she alleges, whilo she was
away from him, he returned to the
house and stole a fur cape and an
Ivory toilet set.
The stolen articles were recovered.
Girl of 15.Dies
After Operation
Madeline Gamier, 1.7, only daugh
ter of Enoch Gemler, 717 South
Eighteenth stret. died Thursday night
at a local hospital after an Illness of
six weeks following an operation.
Funeral services will be held Sat
urday morning at 8:30 from Gentle-'
man’s funeral home to St. Peters
church at 9. Burial will he in Grace
land Park cemetery.

Dies in Omaha
Mrs. Emily J. Bridges. f8, of Ham
burg, lu., died Thursday night at a
local hospital. The body will lie sent
this afternoon from Cole-McKay fun
eral home to Hamburg.
The husband, Walter Bridges, and
two daughters, Mrs. Ora M. Clarke,
rerlvllle. 111., Mrs. Clarence Lee,
Washington, Neb., survive.
Aged Resident Dies.
Mrs. Marie C. Neilsen. 84, resident
of Douglas county for 43 years, died
Wednesday morning at the home of
her son, Mathias Neilsen. a farm
three miles north of Irvington, N'eb.
Surviving are her husband, Carsteu
Neilsen, the son, and a daughter, Mrs.
Arina Moyge of Irvington
Funeral services were held Friday
afternoon at 2 at the I arm home.
Burial will be in Mount Hope ceme
tery.
Koutaky Not Candidate.
City Commissioner Koutwky stated
Friday morning that lie will not be a
candidate for governor this year.
He alao stated that he Is uncertain
whether he will make another race
for city commissioner.
