England.

London, Nov. 30.—The Paris Figaro
recently gave prominence to an arti
cle which declares that the entente
with England is not of any value to
3'Tance, and If England had declared
itself in time in 1914 there would
have been no war.
This last Is an old fallacy, still be
lieved in England by some people.
The facts ares that at the end of July,
1914, the military party In Germany
was in the ascendant and that party
did not believe-that our effort could
effect tho Issue. Whether the kaiser
did or did not call the little British
army “contemptible” there is no doubt
that the military leaders In Germany
thought of it in that light.
Von Tirpitz says in his memoirs,
that he asked the German general
staff whether the German navy
should attempt to prevent the dispatch
of troops front England to France,
and he received a reply that it was
not only unnecessary for the German
navy to take risks for that end, but
that it would be a positive advantage
to Germany if our army should come
to France and bo mopped up with the
t rench army.
Admits Miscalculations.
A'on Moltke, In the papers recently
_ tuititshed by his widow, admits his
►"fnlscalculations and says sadly:
"France has to thank England for
the rapid help which she received
from that country, that she was not
overwhelmed in the first rush.”
We knew from A'on Kluck’s book
that the Germans thought It would
take us about 10 days longer than It
actually did to land troops iq France,
and that they were completely sur
prised by our presence at Mons.
where we saved the French from an
nihilation. All the evidence goes to
show that if we had declared openly,
in July, 1914, that we would fight on
the side of France, war would not
1. tve been prevented, because the Ger
man soldiers thought they could knock
the French out before England could
Intervene effectually.
The evidence also goes to show that
if we had mobilized on the same days
ns France, and sent our six divisions
across the channel, It would have
made no difference to the course of
events in August, 3914, for that
course was dictated by the failure of
the French plan, which was based
wholly on incorrect data.
The one course that might have
postponed the war, but not prevented
it, would have been that we should*,
before the summer of 1914, have en
tered into a hard and fast defensive
and offensive alliance with France.
Such an alliance would have been
politically impoeslble, and would not
have had the reeqlt of bringing a
united empire into tha war.
Ruinous for France.

1914. I believa with Lord Grey that
friendship with Franca Is as Import
ant for both of us and for Europa as
it was in 1914, but it is more Important
for France than for ue.
If we continue to drift apart aa we
are doing, if we start the competition
of armaments, which they are already
doing in Europa, It will be unpleasant
for us, but it will be ruinous for
Franca.
An expenditure of 17,000,000 pounds
($85,000,000) will put our aircraft on
kn equality with France. We can
spend twice that if we have got to
Co It.
But we hare not the least desire to
go It, and that is why we welcome the
Jnovernent in France, which ia steadily
gaining force, in favor of a policy
which will give it both security and
reparations, in place of a policy of ad
venture, which will give It neither.
Seeks Levy on Inheritance of
Man She Claims Child ■
Father.
Iowa courtii have been asked to
■%H*v against a prospective *10,000 in
heritance for the support of a child
horn 10 years ago in Council Bluffs.
Suit to this end was brought by
Margaret McKinney of Shenandoah,
I.i in the district court at that place,
against Harry W. Anderson, who Is
out to Inherit *10,000 from the es
tote of his mother.
The child Is Virginia Anderson Me
Kinney, who, the petition alleges, Is
Anderson's child, although Anderson
and Margaret McKinney were never
joined In wedlock according to the
laws of Iowa.
The mother says her child was
burn In Council Bluffs October 27,
1013, and has been In her care from
that, time. Mr. Anderson, she says,
is in possession of considerable prop
erty. She asks the court to grant an
< i der of attachment against the goods
of Die defendant, restraining him
from disposing of them, as she bc
