Russ Reds Told Germany Is Ripe for Revolution German Communist Loaders Arrive in Moscow and In form Russians Hour for Action at Hand. By Agftoclated Pre»». Moscow, Sept. 22.—Thd German communist leaders, Heinrich Brand ler and Herr Talmeyer, have arrived in Moscow and informed the Russians that the time for a revolution in Ger many is ripe. They express them selves as confident of their ability to obtain oontrol within the German state, but need the help of the in teratlonal proletariat against outside capitalistic enemies. The German communists are so cer tain of their ground, according to Herr Brandler’s speech to the execu tive committee of the bolshevik trade unions, that many observers here feel that the peace of Europe may be said to rest upon the conferences in Mos cow, in which the Germans are now taking part. From this viewpoint the issue revolves around the question of whether the Russian communists deem their proletariat state sufficient ly strong to overcome the capitalistic forees of the world combined against them and proletarian Germany. "It cannot be doubted that the period is beginning now when the threat of breaking the peace hangs over the soviet socialist federated re publics,” says the newspaper Pravda.
