Bryans Charge
^ of Negligence
Accountant Says Boyd County
Road Warrant* Issued on
Vouchers O. K.'d by
Another Official.
•Special Dispatch to Tlis Omaha Bee.
Lincoln, July 18.—State Accountant
C. A. Sommer gave out a statement
today branding some of the charges
• made several days ago by Governor
Bryan as Incorrect and misleading.
The governor charged that several
hundred thousand dollars of state
funds have been paid out improperly
on state highway contracts during the
recent biennium and that the slate
• accountant was incompetent or
negligent in his duties by failing to
make a report thereon.
Concerning the road in Boyd coun
ty. on the project between Spencer
and Niobrara, which has never been
completed, although the contractors
received payment for it, Mr. Sommer
says the auditor's office Issued war
rants upon vouchers which were o.
It'd by George Leonard, assistant to
former Public Works Secretary
George Johnson and by Phil Bross,
acting for ex-Governor McKelvle.
“It Is not the function of the state
auditor to make a final inspection of
roads, as he has no engineers on his
staff,” Mr. Sommer remarks. “He
must rely on the departments of pub
lic works and finance.”
Mr. Sor.uner denies the governor's
statement that the state had ad
vanced a large sum of money for the
federal government and that part of
this will never be paid back. Ho says
the slate lias paid out more up-to
date than the federal government has,
thinks there Is no doubt that the
” federal government will ultimately
* pay Its full share of the cost.
Whatever payments have been
made, Mr. Sommer Insists, the state
auditor's office had nothing to do
with making the contracts nor with
the inspection or approval of the
work done.
