Howatt, deposed leader of the United
Mine 'Workers. Kansas district, was
released from the Allegheny county
Jail tonifjht after JL’,000 bond had
been approved for his appearance at
the September term of court. Howatt
was arrested several days ago upon
a serious charge preferred by Mrs.
Inga Sorenaen of Chicago, on behalf
of her young aon.

Establish Credit.
New York. June 10—Public offer
ing of $25,000,000 Austrian govern
ment bonds, a part of an international
loan of $126,000,000 to the Austrian
repulic, will be made in the United
States tomorrow by a syndicate of
bankers headed by J. P. Morgan &
Co.
The issue, which consists of 20 year
7 per cent sinking fund gold bonds
will be offered at »0, to yield invest
ors 8 per cent. The bonds are guar
anteed as to principal, interest and
redemption payments by the govern
ments of Great Britain, France,
Czerho-Soivakia, Italy. Belgium.
Sweden, Denmark and Holland, and
are secured by a first charge on the
gross receipts of the Austrian cus
toms and tobacco monopoly.

“The importance of the Austrian
loan, which is being issued Monday,"
J. P. Morgan, head of the banking
firm of J. P. Morgan & Cc., said in
announcing the offering, “lie* in the
face that the attitude of American in
vestors to this loan will show they
are interested in helping those na
tions of Europe which are prepared
to help themselves toward the re-es
tablishment of their credit.
“East year, at the bankers confer
ence held at Paris, I stated it was my
opinion, that if the security to be giv
en was clearly good and the investors
of other lending nations would co
operate to the extent that they felt
themselves able to do. I believed that
the American market would partici
pate in an important extent in the
rehabiiiatation in the European fin
ancial situation. At that time these
conditions could not be satisfied. Now
however, for the first time, a loan
is offered which fulfills both the con
ditions.
Amount Not Excessive.
"The amount, while large, is not
excessive, and every present indica
tion Justifies my confidence that we
shall find the American public in
accord with us in our belief that
the new Austrian bonds are a good
investment and that extension of this
credit is an important step on the
road to peace and normal conditions."

gomaster of Rotterdam, was appoint
ed commissioner general of Austria.
A protocol was signed by European
governments directly interested, in
cluding the neighboring states of
Italy and Czecho-Solvakia. insuring
the economic and political independ
ence of Austria.
"The revenues hypothecated under
the loan will pass directly into an
account controlled by Commissioner
Genera] Z.mmerman, who will also
control the expenditure of the pro
ceeds of the loan."
