Moscow, May 3.—Bishop Edgar
Blake, of Chicago, III., who said hr
spoke for the Methodists of thr
l oiled States, created a sensation
today when lie defended the soviet
revolution in a speech before the All
Knssian ecclesiastical council of the
living church. Tltis is the branch of
tile orthodox church which supports
the soviets.
"I bring .greetings from the Meth
odists of America." said Bishop Blake.
"These distressing days are witness
ing one of the most remarkable up
heavals In history. But I do not
share the" fears that civilization is
doomed.
"Revolutionary upheavals do .tot
bring death, but larger life inspired
by God. It Is folly for the church
to pronounce anathema against those
who are seeking new truth.
"A Great Struggle.”
"The church must seek the 'great
adventure' of free investigation. A
church's right to exist is only to
serve the people. Only a few chal
lenge the right of the church to exist.
"A great struggle is iu progress to
.• bolish oppression.
"Those who have been oppressed
and exploited must be given a chance
at the best things in life. In this
s'l-uggle the church cannot stand
aloof. Russia is passing through a
great social and economic experiment.
For the first time in history a great
nation and a great people are dedi
_ i ating themselves to the set vice of
" mankind. But unless God assists how
can this movement succeed?

maintenance of way railroad shop
employes of the Atchison, Topeka and
Santa Fe railway have been granted
increased wages effective May 1.'
through an agreement just negotiated.

crease will range from 1 to 3 12 cents
an hour, Mr. Stout said.
The Increase in the aggicgate
amount to an annual increase in pay
rolls of between $500,000 and $150,000
annually, Santa Fe official said.
Under the agreement the existing
rules and working conditions will re
main in effect. The minimum in
crease in wage was plaeed at 1 cent
an hour and the maximum S a
month.
Karthquake Recorded.
Washington, May 3.—An earth
puake of slight intensity was reeorded
between 11:40 and noon yesterday on
the Georgetown university seismo
graph. Father Tondorf, In charge of ,
the laboratory, estimated the center of
disturbance at 1,900 miles south of I
Washington.
“Air Dare-Devil of Congress'’
Is Arrested for Annoying Girl

Washington. May 3.—Ex Con
gressman Manuel Herrick of Okla
homa. the self-styled ‘‘aerial dare
devil" of congress, was In the toils
of the law today.
Herrick was arrested on a down
town Rtreet corner last night
and annoying Miss Ethel M. Crane.
When searched at headquarters,
the ex-congressman had a list con
taining the names and addresses
of 30 capitol girls. Such notations
as "good." "not so good" and “ter
rible" were penciled after their
names. A high powered trattfe of
perfume also was revealed by the
search of his person.
The arrest was made with con
siderable difficulty and the "wag
on” was called into service to get
the ex-congressman to the station
house. He asserted he was a pri
vate detective and was Investigat
ing "white slave” cases. He also
claimed congressional immunity
from arrest. He was released on $3
collateral for appearance in police
court today.
Washington newspapers have
been filled with Herrick’s eccentric
exploits during his two years in
congress.

Tampico Tribune Burned.
Tampico. Mexico, May S.—The of
fices of the Tribune, the only Ameri
can newspaper in Mexico, and the
building of the Y. M C. A. were
destroyed by fire late yesterday.
Two persons were killed and 10
injured, all Mexicans. The loss will
probably reach aliout $500,000.
French Reject
German Offer
Cabinet Holds Amount Too

Paris, May 3.—The French cabinet
today unanimously rejected the new
German reparations proposals.
The reasons given for the rejection
were lack of guarantees and the in
sufficiency of the sum offered by
Germany.
Premier Poincare will consult with
the Belgian government as to the
reply to Germany and when it is
ready It will he communicated to all
the allies.
Werden, May 3.—This little town,
only a few' miles from Essen, will be
cut off from the outside world and
surrounded by a cordon of troops
during the trial of Dr. Gustav Krupp
von Bohlen Und llalbach, president
of the Krupp works and the three
Krupp directors. The proceedings
are scheduled to open tomorrow.

Controversy in Morse
Trial Ends Suddenly
Washington, May 2.—The first big
controversy which has developed be
tween government and defense counsel
at the Morse trial was ended abrupt
lj today with an announcement that
Charles W. Morse and his son, Harry
I’. Morse, had no objection to the ad

1 attorneys were seeking to exclude.
The testimony has to do with con
ference* late In 1917 between B. G.
Higley, a New York lawyer, and at
that time connected with various
Morse concerns, and the Morses, re
garding the advisability of construct
' ing the Virginia Shipbuilding corpo
ration plant at Alexandria. Va. Coun
i sel for the defense insisted that since
i .Mr. Higley acted as counsel for the
Morse*, the communications passed at
the conference were privileged and
could not be disclosed by H gley on
the witness stand.
Wabash Increases Salaries.
St. Jxiuis, May Z.—The Wabash
railroad has granted its 2,200 clerks
a wage increase of 2 cents an hours,
it was announced today. The mini
mum wage paid clerks now is about
51 cents an hour, it was added.
