Washington, April 4.—Foreign and
state government.? are responding
with enthusiastic interest to invita
lions to particpatc in the national
antinnrcotlc conference in Washing
ton, May 3 and 4. it was announced
by Roxford L. Holmes, executive sec
. retary.
The Norwegian and Italian govern
ments already have definitely accepted
and signified that they will appoint
i epresentatives. Four governors like
wise have slated that they will ap
point representatives to take part.
Medieal schools, religious socieltes and
welfare organizations in all parts of
the country are pledging co-operation.
Sir Auckland Geddes, the British
embassador, in a reply to the invita
tion sent, hi? government, has ex
pressed his "personal sincere agree
ment” with the purposes of the con
ference. Great Britain is expected to
I ave a representative participate, al
though as vet the invitation has not
been aceepled.
Ambassador to Attend.
Indicating Italy's Interest in the
world-wide movement to eradicate the
habit-forming drug menace, its am
bassador in Washington, Gelasio
' aetani. has been instructed to par
ticipate In the conference.
The Norwegian minister. II. Bryn,
l as appointed the newly designated
commercial counsellor of the legation.
Alexia T.unclh .as the official Nor
wegian representative.
Mexico, according io Mr. Holmes,
probably will send a technical repre
sentative to speak.
The four states whose governors
have already replied that they will
designate representatives are Mary
land, Oklahoma, Mississippi and Penn
sylvania,
Outlines Purposes.
Outlining tlio purposes of the con
ference, Dr. William K, McKibbo. ex
ecutive secretary of the International
Anti-Narcotic society, known as the
whit© cross,” issued a statement
which said in part:
"The narcotic scourge is coming
to be seen for what it actually is,
namely, the greatest danger that men
aces humanity. If anyone doubts
this. look at a country like China. The
untold wretchedness, misery, degra
dation fastened on the Chinese
through opium constitute one of the
darkest chapters in modern history.
"The determination of the American
people not to yield to the fate thrust
upon Chica has just found expression
in an act unanimously passed by con
gress and immediately signed by Pres
ident Harding, and already put into
operation by Secretary of State
Hughes.
"This measure, the Porter resolu
tion, will, in days to come, be regard
ed as the most significant narcotic
legislation ever enacted. The resolu
tion strikes st the very root of th©
evil. It demands that the natiorrs
that have been rasing the poppy plant
ind coca shrub from which opium and
cocaine are derived, must pull up
these plants and make an end of these
poisonous substances for once and for
ever. except for the comparatively
«mall amount needed for medicine."

who was threatened with arrest if

week.

Guilty of Making Liquor
The first woman in this county
to be convicted of possessing a still
and making liquor is Anna Fergu
son, 50, 20i0 South Eighteenth
street. She can be fined $6,000 and
sent to jail for a year under the
law.
Mrs. Fergt.son was tried in district
court yesterday and it was proven
that she had operated a stilt In her
home and had liquor and mash in
her possession.
