The proposed National Security Owners Car Pooling plan is merely the Injection of another central body between the shippers and the carriers, according to the view taken by the ^ committee on transportation and in strumentalities and car service of the National Industrial Traffic league at a recent meeting In Chicago, J. A. Kuhn, traffic manager of the Omaha drain exchange, who attended the meeting, reports. The committee consists of 10 mem bers who arc connected with manu facturing and shipping interests lo cated in various parts of the United States, who were instructed to pre pare a report on the plan to be con- ' sklered by the league as a whole at its next annual meeting in Dallas, , Tex., April IS and 3 0. Increased Charges. “The pooling plan, which is known ns the Warfield plan, is for a na tional organization toi take over the building of new cars and rebuilding old cars, making the organization a — central distributing agency for all i arriers of the United States.” Mr. 1 Kuhn said. “The American Kailway association takes the position that machinery, better than under the plan proposed. | is now available to meet any enter- ] gency which may arise in regard to car service: that the adoption would increase rather than decrease oper ating expenses, with a resultant in crease in charges against the public: that the railroad transportation ma- ] For Thin Falling Hair Use Cuticura If yout scalp is irritated and youi hair dry and falling out In handfuls try this treatment Touch spots of dandruff and itching with Cuticura Ointment and follow with hot sham poo ot Cuticura Soap Nothing better than Cuticura for all skin and scalp troubles lwapUEtehFrwwbyMtl! Await Reply. “Ths committee seemed inclined tc the view that the pooling plan simply means the injection of another cen tral body between the shippers and the carriers, thus eliminating prac tically the only instrument of .compe tition left to the individual railroad. “It was, however, decided to await the reply of the National Association of the Owners of Railway Securities to the opposition presented by Jhe American Railway association, and the committee will meet again in the near future before making its rec ommendations to the league as a whole. “Representatives of the Warfield plan, as well as representatives of the American Railway association, were present during the two-day ses slon of the committee and every phase of the situation was discussed. Rules Too Rigid. “It was admitted by the railway representatives that some of the cat service rules as at present interpreted were too rigid and that they would i be revised so as to make them more elastic. “Shortage of power rather than shortage of cars was given as the rea son for the recent car shortage. ‘‘It was also pointed out by the carriers that more orders for new en gines and new cars have been placed than ever before In the history of the American railways and that by August of this year the equipment of the railroads in general will be in the best condition of the last 20 years.” Sheeran Takes Position at Burgees-, sail Store J.
