Rotary Clubs to Work tor Better Citizens Launching of World-Wide Campaign to Mark Observ ance of Eighteenth Anni versary at Chicago. Chicago, Feb. 19.—With presidents, j prime ministers, chief justiees and: heads of national legislative bodies throughout the world contributing brief statements of their ideas of the responsibilities of the individual citi zen for the hind of government he gets. 90,000 members of Rotary In ternational have launched a world wide campaign for better understand ing of these responsibilities as part of the celebration of the 18th anni versary of the founding of the first Rotary club on February 23. President Harding, Speaker F. H. Olllett of the house of representatives and Attorney General Daugherty have contributed the texts of the citi zenship messages which the Ro tarians are broadcasting in the | United State*. Outlines Responsibility. President‘Harding in his statement outlined the responsibilities of the in dividual citizen for the execution of the laws and declared that no citi zen can consider himself a good citi zen who does not do all in his power to make careful selection from among Jrth# candidates for pffice and then vote for the person he has deliber ately selected. This, the president remarks parenthetically, several mil lions of the citizens of the United States regularly fail to do by failing to rote at all. Speaker Glllett In his statement pleaded also for careful selection of the candidates for legislative office and stated that the quack and the demagogue belong in the same cate gory, in that they arouse sympathy by telling the victim of his real trou bles and then offer their own remedy as the only panacea for the trouble. Up to Citizens. Attorney General Daugherty's statement declared that constitutional government Is not possible unless the Individual citizen first acquaints him self with and obeys the law. The three basic statements of the principles of citizenship being used in the United Staets are duplicated in stmlar measures from the heads of the main branches of government in most of the 20-odd countries in which Rotary clubs have been established. Rotary club officials announced. The Rotarians are carefully eschewing partisan politics, they declare. The text messages are being used in addresses to schools, industrial plants, civic organizations, etc. They are being broadcasted from thousands of radio stations and will form the subject of talks at every Rotary meeting daring the week. 1.3?S Clubs.
