Test of Strength ^ Due When British Parliament Meets Bonar Law Will Bo Met by Demands to Justify Policy— Lloyd George to Lead Strong Attack. 4'oncrlxhf, 19.'::. London, Feb. 11. — AVhen Prime Minister Bonar Law meets parlia ment on its reassembling Tuesday, he will be faced with an insistent de mand front all sections of the house of commons to justify his policy of tranquility, which apparently has led Great Britain deeper into the interna tional morass than when he took over the power from David Lloyd George. The attack on him will fall on throe categories—tho Buhr policy, includ ing the retention of British troops on the Rhine; thq allied debt policy, in cluding the American settlement, and tho policy of remaining in Iraq, which has led to a danger of war with the Turks. The attack will be led by the labor party, which is the largest party in ihe house after the conservatives, and will be supported on nearly all jhese points by both wings of the liberal party and by some conservatives Lloyd George to Lead Attack. Mr. Lloyd George in particular is xpected to make a damaging attack ^ on the government with regard to the French invasion of the Ruhr, which is universally disapproved in England, lie may support the policy of remain ing in Iraq, but he will prove a dan gerous critic on the financial policy of settling with America while doing nothing to collect the debts due Great Britain. This latter item may prove the most dangerous point of attack ou the government. Britisli public opin ion is now coming round to the be lief that Great Britain should col lect from its debtors, as well as to pay its creditors. Universal satisfaction has been ex pressed over the settlement of the American debt, even if it is felt in some quarters that the terms are hard, but the British cannot see why the people for whom they borrowed money should not pay them m turn. It is also believed that France is even better able to pay Great Britain than Great Britain is to pay America. France has no unemployment and it is pointed out that it has failed to impose taxation on anything like the British scale, while it is maintaining the largest, most expensive army In Europe out of the money borrowed from Great Britain and the United States. ,V Want Rhine Troops Withdrawn. . There will be a strong demand fofc. the Immediate withdrawal of Britisli troops from the Rhine became it. is feared th„t the French treatment of the German* might involve them in renewed fighting, wjjich Great Brit is determined to steer clear of. AVIthdrawal from Iraq also will he demanded from all quarters, because It Is felt that the only reasons for ro maining are to secure profits for a f“\r great oil magnates and to prop up tho artificial Arab state, which must either stand alone or fall. The labor party today issued a man ifesto setting out its constructive pol icy for the new season, which is of fered to replace the government pci icy of inaction. The'labor policy falls * under six heads as follows: 1. To denounce the French occupa tion of the Ruhr as a breach of inter national law and to withdraw the British troops from the Rhine. 2. To waive all claims for repara tions and arrange a cancellation of the whole or part of the allied debt. .’!. To economize tho Russian gov • rnment and submit the questions of Mosul and Mesopotamia to a new con ference. 4. To summon a world conference to cooperate with the league of na tions for a reform of the Versailles : treaty. •j. To provide the league of na- , lions with a revised democratic con stitution. U. Feb. 11. — The “jay I walker" was legally justified in a de cision handed down by the Maine su preme court in a suit for dam ngrs brought by Marjorie Shaw of Sebago against C. G. Bolton of yds , •^^’ty, as a result of helng knocked Viown, it was alleged, by Bolton's au t umobile. While Associate Justice L.
