fitted. "Are we going to cut our congres

that the navy is ruined; so that we
will continue to spend thousands of

consulate in New York City wits or

Mexican embassy, because of the de
cislon of the New York state supreme
court in the Oliver American Trading
corporation case, which, It was con
tended, was in violation of both the
principles of civil and of International
law. Mexican officials in New York
also, It was added, had no facilities
with which to carry on their duties,
Inasmuch as tho funds and furniture
of the consulate had been attached.
For these reasons, It waa atitted, the
consulate would remain closed until
the questions at lssuo had been satis
factorily adjusted.
Mexican officials here said they had
asked authorities of the Department
of State to take action, but comment
there was withheld. It was learned
there, however, that the matter had
been taken up directly with New York
jtato officials by thepartmcnt. Un

Miller it is understood that the Ktato
Department will make no reply to the
Mexican representatives.
Commenting on the case Manuel C.
Tellez, charge d'affaires of Mexico,
said that the action of the New York
court was in violutlon of the Immun
ity extended to tha consular repre
sentntlven all over the world.
As explained by the Mexican em
bassy, the Oliver. American Trading
corporation case had its origin in a
contract entered Into by the Mexican
government with that company two
year ngo, granting them certain
privileges to operate their own rolling
stock on Mexican lines and permitting
to collect 60 per cent increased
rates. At the termination cf the con
tract, the comiuiny waa notified to
pay the right-of-way duty established
for all cars running on Mexican lines,
and in default of payment the gov
ernment placed an embargo on the
rolling stock. Embasky officials main
tained that according to Mexican
laws, if any action wna to be taken It
should have been before Mexican tribunals.
