Declares in Address at Des
Moiueg That U. S. Owes
l Dominance to Fight
ing Fleet.
Dea Moinea, Oct. 27. The United
Stutea "owes Ita independence and
commanding poeitlon in the world'
nffaira largely to tha uchievementa of
ita navy," Hear Admiral Hugh Hod
man, Who commandud the American
battleship force with the British grand
fleet In the world war, declared In a
"navy day" addreaa here today. He
urged his hearers, "as patriotic cit
izens," to Instruct their congressmen
"to give us a 100 per cent navy, so
that tho navy will he ready to act
Instantly, and your money will nohe
wasted."
"It is a pity," he declared, "that
politics I mean party politics have
such an Important bearing on this
subject, that not Infrequently, our
fighting forces are made to suffer on
this account. If ve had more states
men in congress and fewer local
politicians, ourcountry, and Indirect
ly, our navy, would be greatly bene
fitted. "Are we going to cut our congres
sional appropriations?" he asked, "so
that the navy is ruined; so that we
will continue to spend thousands of
dollars every year for a navy not
quite big enough?"
Hy the terms of limitation of arma
ment treaty, Admiral Hodman as
serted, "the policy of our country in
reference to the strength of our navy,
i.-i definitely established for a period
of years, and It follows logically, thut
the necessity for such a force If im
perative ... If we would live
strictly up to this new naval treaty,
we should build the five plane car
riers allowed and sufficient cruisers,
submarines and aircraft, to bring our
navy up to the ratio. If we do thlH
then wa will have a navy second to
none, end the safety of our commerce
on the higii sea is assured, and we
can look forward to continued pros
perity . . .
"Jn our reduction, duo to the terms
of the late conference on limitation
of armament, whilo It is true that our
building program for capital ships,
that is, battleships and battle cruisers,
tho latter a very necessary and valu
able type, was stopped for -a period
of 10 years, yet many otVthoae which
were stricken from our lists wore old
and antiquated battleships and their
loss la nut a serious handicap to those
ruill remnliilng, and which will con
stitute ourTjialn battle force."

SHULER & CARY
Washington, Oct. 27. Tho Mexican
consulate in New York City wits or
dcred closed, It was said today at the
Mexican embassy, because of the de
cislon of the New York state supreme
court in the Oliver American Trading
corporation case, which, It was con
tended, was in violation of both the
principles of civil and of International
law. Mexican officials in New York
also, It was added, had no facilities
with which to carry on their duties,
Inasmuch as tho funds and furniture
of the consulate had been attached.
For these reasons, It waa atitted, the
consulate would remain closed until
the questions at lssuo had been satis
factorily adjusted.
Mexican officials here said they had
asked authorities of the Department
of State to take action, but comment
there was withheld. It was learned
there, however, that the matter had
been taken up directly with New York
jtato officials by thepartmcnt. Un
til a reply is receivea rrom liove.rnor
Miller it is understood that the Ktato
Department will make no reply to the
Mexican representatives.
Commenting on the case Manuel C.
Tellez, charge d'affaires of Mexico,
said that the action of the New York
court was in violutlon of the Immun
ity extended to tha consular repre
sentntlven all over the world.
As explained by the Mexican em
bassy, the Oliver. American Trading
corporation case had its origin in a
contract entered Into by the Mexican
government with that company two
year ngo, granting them certain
privileges to operate their own rolling
stock on Mexican lines and permitting
to collect 60 per cent increased
rates. At the termination cf the con
tract, the comiuiny waa notified to
pay the right-of-way duty established
for all cars running on Mexican lines,
and in default of payment the gov
ernment placed an embargo on the
rolling stock. Embasky officials main
tained that according to Mexican
laws, if any action wna to be taken It
should have been before Mexican tribunals.
