It wa toon made laiu, however,
that while the New York tettlemeiit
wai welcomed by the State depart
ment a a ktep in the right direction
it wa not regarded a touching the
fundamental o,uetioni at iue be
tween the department and the Mex

nition. More apropo of thi tuition wa
the oflitial announcement from the
Mexican foreign office concerning
the real meaning of the recent lr
ciion of the Mexican mipretir court
with regard to the retroactivity ol
Article 27. Previously the State tie-
! partment had several tune tacitly
i acknowledged the Mipreme court of
Mexico might be regarded a within
the category of "competent authori
ties" when it came to the question
of giving guarantee of the protec
tion of American interests in Mexico.
Therefore the official announce,
ment of the foreign office wa read
with unusual interest in Washington
a being the most definite itatement
as to the real purport of the iupreme
court decision. The language of the
foreign office statement leaves noth
ing to be desired in the way of
guarantee that Article 27 cannot
possibly be regarded at retroactive
or confiscatory within the interpreta
tion of the Mexican supreme court.
Should the official text of the de
cision prove at conclusive as the
statement appear to be there is lit
tle doubt here that recognition it a
thing of the near future.
