Steps to extend relief to American refugees from Smyrna, for which purpose congress appropriated $2(!ft,00o, were taken by the State department short ly after President Harding signed the bill carrying the appropriation. Acting Secretary Phillips advised Oscar S. Hciscr, American consul at Constantinople, that the appropria tion had. been made available and notified him that he would havo charge of the expenditures. Consul Heiscr was instructed to co-operate withAmerican officials at Constantinople, Athens, Smyrna and Salonika, with a view to arranging a plan for relief of American refugees which will be as comprehensive and economic as possible. The State department received a report from the American destroyer Edsall, now at Smyrna, that British sjiips Thursday began evacuating 7,0(10 refugees. The destroyer Law rence was due to leave for Salonika today with 400 orphans and students from the American institutions nt Smyrnn, 14 Americans and certain Armenians employed by American fruit at Smyrna.
