Chicago, July 12. Humors that the
rail strike would bt settled within the
next few days more than offset the
effect of continued wet weather over
the wheat belt. While there was a
strong early upturn, the close was
heavy with net losses ol Ji&u'.e
Corn. was under prrtture from the
start and closed VMWiz lower. Oats
were off Hwlie snd rye iGiH.c.
Sentiment in wheat wa somewhat
lets bullish early because of the pro
pect for a quick settlement of the rail
and coal strike. The sharp upturn
from Monday's low had reduced the
short interest. That was another
factor. There was early buying by
strong commission houaes, based on
the wet harvest in the southwest. As
soon as that buying ceased, prices
started downward. At the inside they
were on ZM&JC from the early high.
Dealer Aak Eileaafca,

New Tork, July 12. The general trend
was upward after early uncertainty in the
Cotton market. Increased selling by lo
cal Interests canceled an Initial advance
of 8 to 18 points and carried it back
on a par with Tuesday night's close, but
the Hat quickly recovered on scattered
Liverpool and trade aupport and by early
afternoon was up 25 to 40 point net. Liv
erpool cables continued firm and the bet
terment of stock prices and foreign ex
change carried with It some bullish power,
particularly on sentiment. Pressure had
subsided by mldafternoon. Pressure had
otors brought on less hearten weather
prospects and the possibility of a settle

Financial
By FRANKLIN K. SPRACUE.
Ow.iba, Hoo Lrawil M Ire.
Xew York. July I.' Sentiment lit
the financial district underwent a pro
nounced change, brought about large
ly by a further sharp advance in the
foreign exchange market, which was
taken to indicate a decided better
ment in the foreign situation as re
latcd lo Germany. Also develop
nient with relation to the rait strike
were of such a nature at to lead to
the impression that the disaffection of
railroad labor would be overcome be
fore many days, had pasted.
As a result there was a decided de
gree of buyancy in the bond market,
with certain of the foreign issues,
particualrly the French and Belgian,
standing out prominently by reason
of their gains. Likewise the stock
market displayed strength, prices
moving lorward more vigorourly
than at any time in several days.
The most noteworthy gains were
made among the rail issues which
was a direct reflection of the better
outlook in the rail stock situation
brought about largely by the gov
ernment's determined stand in the
matter.
Marks Advsore.
The foreign exchange market was quick
to reflect the financial criata In llermany
and It Waa therefore not strange that tha
market ahould advance, In anticipation
of soma definite arrangement on the rep
arations question. I'ndoubtediy tho action
of the reparationo commission In cutting
down In (mount due at the end of thla
week by 11,000.000 fold marks was not
without Its effect.
Mark advanced to .002514, an advance
of ,001 a compared with the preceding
day, Th upturn In Herman currency In
tha laat aaveral days haa carried th quo
tation up from a low of .0018,
Exchange on Pari cloaed at 8.28, a
gain of e on the day. Belgian franca
gained almoat as much and there waa pro
nounced atrength In lire. Sterling joined
In the upturn wlttj an advance or ic.
Rail Block Stronger.
The situation with relation to the rail
atrlka waa Just about what might havs
been expected. Apparently railroad labor
leadera are beginning to realise that the
government will not tolerate a complete
flaunting the rulings of the railroad la
bor hoard. Railroad stocks were distinct
ly ugilar process of accumulation, and
while tha advance In prices was not rapid
It served to emphasise that Investment
buying cf th higher claaa rail atock I
continuing.
A number of the Industrial shares made
new high ievels for the year, but the gains
were not jo well maintained as In the rail
Hat. Studcbsker, which, for a long time,
haa been under the Influence of rumors
regarding an increase In dividends, was
once igaln In the forefront of the Indus
trials. It was noticeable also that some of
the Inactive Industrials made sharp ad
vance, on a turnover of only a few hun
dred shares.
