town a rumor that men over 85
years old are exempt from the
workings of the Volstead act This
village wit apparently informed
every aged man he met that all of
such declining years had to do was
to go to prohibition enforcement
headquarters and ask for a dis
pensation permit. It was said to
me mandatory upon the govern
ment to grant these requests.
For several days Mr. Rutter't
office has been besieged by octo
genarians, by elderly gentlemen of
extraordinary agility who said they
were past 90, and by persons who
looked old. Each was politely but
firmly told there was "nothing to
