Making It Easier for Those Who
Register to Respond to Inter
rogations That Will
Be Made.
There Is but one iinwer to every
question asked regarding registration,
nnd It Is this:
"Every innn between the nges of
twenty-one nnd thirty years, inclusive,
whether nntlvu born, nit alien, or even
nn nlien enemy, must register June 0.
This applies also to Invalids ami por
tions who are III. A man Is thirty until
his tfilrty-flrst birthday anniversary."
The government has adopted a plan
to facilitate and simplify the tilling In
of conscription registration cards June
C. Circulars containing the twelve
questions to be asked and ntlvlce as to
how they should be answered have
been prepared for distribution.
Answers to the Questions.
The circular, which bears the head
ing, "How to Answer Questions on
Registration Cards," reads as follows:
"Questions will be asked for you to
answer In tho order In which they ap
pear on this paper. These questions
ore set out below with detailed Infor
mation to help you answer them.
"Do not write on, ianrk or otherwise
mutilate these Instructions. Do not re
move them. They should be carefully
read so that you will have your an
swers ready when you go before the
registrar.
"All answers will be written on the
registration card In Ink by the regis
trar, who should be careful to spell nil
names correctly and to write legibly.
"1. Name In full. Age In years,
"This means nil your names spelled
out In full.
"State your age today In years only.
Disregard additional months or days.
Be prepared to say 'nineteen' or
twenty-live,' not 'nineteen years
three months' or the like.
"2. Home address.
"This menns the place where you
have your pcrmnuent home, not the
place where you work. lie prepared
to give the address In this way: '23'.!
Main street, Chicago, Cook county, Il
linois;' that Is, give number nnd name
of street first, then town, then county
and Etnte.
Have Birthday Date Ready.
"Dnte of birth.
"Write your birthday (month, day
and year) on a piece of paper before
going to the registrar and give the pa
per to him the first thing. Example:
August 0, 1891.'
"If you do not remember the year,
start to answer as you would if some
one asked you your blrthdny, as 'Au
gust 5.' Then sny, 'on my birthday
this year I will be (or was) years
old.' The registrar will then fill in
tho year of birth. Many people do not
' carry in mind tho yenr they were
born. Tills may be obtnlned by the
registrar by subtracting the age In
years on this year's birthday from
1017.
"4. Are you (1) a natural born citi
zen; (2) n nnturnllzed citizen; (3) an
alien; (4) or hnve you declared your
Intention to become n citizen (specify
which) 7
"(1) If you were born In the United
States, including Alaska nnd Hawaii,
you are n natural born citizen, nn mat
ter what may hnve been the citizen
ship or nationality of your parents. If
you were born In Porto Rico you are n
citizen of the United States, unless
you were born of alien pnrentnge. If
you were born abroad, you are still n
citizen of the United States, If your
father wns a citizen of tho United
States nt the time you were born, un
less you have expatriated yourself.
"(2) You arc n naturalized citizen If
you have completed your naturaliza
tion; that Is, if you hnve 'taken final
papers.' But you are not n citizen if
you hnve only declared your intention
to become n citizen (that is, if you
have only 'taken out first papers') ; In
the latter case you nre only a 'declar
ant.' "You nre also a naturalized citizen
if, although foreign born, your father
or surviving parent became fully nat
uralized while you were under twenty
one years of ago, and if you came to
the United Stntcs under twenty-one.
"(8) You nre a declarant if, although
a citizen or subject of somo foreign
country, you have declared on oath be
fore a naturalization court your inten
tion to become n citizen of the United
States. Receipt from the clerk of tho
court of the certified copy of such
declaration Is often called 'taking out
first papers.' You are not n declarant
If your first paper was taken out after
September 20, 1000, and Is more than
seven years old.
"(4) You are an alien if you do not
fall within one of the three dosses
above mentioned.
5. Where were you born?
"First namo tho town, then the state,
then the country, ns 'Columbus, O.;'
Vlennn, Austrlu;' 'Paris, Franco;'
Sofia, Bulgnrin.'
"0. If not n citizen, of what country
are you n citizen or subject?"
"This need bo nnswered only by
aliens and declarants. Remember that
I si ueciunmi' is not yet u citizeu iu
the United States. If an alien or de
clarant, state the nnnio of your coun
try, as 'France,' 'Japan.' 'Chlnn,' etc.
What Is Your Job Right Now?
"7. What Is your present trade, oc
cupation or olllce?
"This does not ask what you once
did, nor what you have done most of
the time, nor what ou are best fitted
to do. It asks what your Job is right
now. State briefly, as farmer, miner,
student, laborer (on farm, In rolling
mill, in automobile, wagon or other fac
tory, etc. If you hold nn ofllce under
state or federal government, name tho
olllce j oil hold.
"If you are In one of the following
olllees or employments, use one of the
names hereafter mentioned: 'Custom
house clerk, 'employed In the transmis
sion of the malls,' or 'employed In nn
armory, arsenal or navy yard, 'mar
iner actually employed In the sen serv
ice of rltl7en or merchant within the
United States.'
"S. My whom employed? Where em
plood? "If you are working for an Individ
ual, lirm, corporation or association
state Its name. If In business, trade,
profession or employment for yourself,
so state. If you are an olllcer of the
state or federal government say wheth
er your olllce Is under the United
States, the state, the county or a mu
nicipality. In answer to the question
as to where you ah employed give the
town, county and state where you
work.
"it. Have you a father, mother, wife,
child under twelve or a sister or broth
er under twelve solely dependent upon
ou for support (specify which):
"Consider your answer thoughtfully.
If It Is true that there Is another
mouth than your own which you alone
have a duty to feed do not let your
military ardor Interfere with the wish
of tin nation to reduce war's misery to
a minimum. On the other hand, unless
the person you hnve In mind Is solely
dependent on you do not hide behind
petticoats or children.
"10. Married or single (which)?
Race (specify which)?
"This does not ask whether you
were onco married, but whether you
arc married now. In answer to the
question as to your race stato briefly
whether Caucasian, Mongolian, negro,
Malayan or Indian.
Must State Past Military Service.
"11. What military service have you
had? Hank? Branch? Years? Na
tion or state?
"Nn matter what country you
served, you must give complete Infor
mation, in answering these questions
llrst name your rank, using one of the
following words: 'Commissioned olll
cer,' 'noncommissioned olllcer,' 'pri
vate.' Next, state branch In which you
served In ono of the following words:
Infantry,' 'cavalry,' 'artillery,' 'mcdl
cnl,' 'signal,' 'aviation, 'supply,' 'ma
rine,' 'nnvy.' Next, state the number
of years' service, not counting time
spent lu tho reserve. Finally, name
the tuition or state you served. If you
served under the United States or one
of the states of the United States,
name your service In one of tho fol
lowing terms: 'National Guard' (of
such nnd such n stnte), 'militia' (of
such nnd such u state), 'volunteers of
United States' or 'regular army (navy)
of United States.'
"12. Do you claim exemption from
draft? Specify grounds.
"Becittiso you claim exemption from
draft, It by no menns follows that you
are exempt. For the Information of
the war department you should mnke
a claim now if you Intend to prosecute
it Some persons will be exempted on
account of their occupations or ofllees,
some on account of the fact that they
have relatives dependent upon them
for support. Your answer touching
these things will be important in sup
porting the claim you now intend to
mnko In your answer to tho present
questions. Be sure, therefore, thnt
the grounds you now stnte are in 'con
formity with your answers to ques
tions 7 and 8.

otherwise morally deflcient nnd desire

The war department wishes to im
press upon the people that there la
only ono day for registration. All
males between the designated ages
must register on tho day set. The fact
that five dnys were allowed for the
placing of tho necessnry blank forms

president's proclamation will be de
voted to registration.
