Into tho fabric of the evolution of

It is generally supposed that the
only Important matter which engaged
tho attention of tho first Continental
Congress, on tho fourth day of July,
was tho adoption of tho Declaration of
Independence; but tho records show
that no less essential national pioblem
a government signature, or seal
was a part of the consldcintlons of
that effcntful occasion. It was about
threo "clock in the afternoon, when
tho Liberty Hell was btill sounding
tho call to arms and proclaiming tho
dawn of freedom, that John Hancock,
president of tho Continental Congress,
arose from his chair and said:
"Wo are now a nation, and I ap

glo. Six thousand Irish came to tulB
country In 17!. and dispersed nnd
settled throughout tho colonies, princi
pally in Maryland, Virginia and the
Carollnas. From among those devout
settlers sprang some of tho most
prominent and influential colonists.
Tho musical Instrument which "sym
bolizes the land of Krin was an at
tributive ensign of tho Goddess HI
hernia, the patroness of early Ireland.
As early as tho fifth century, the harp
was io common In Erin that hardly a
peasant house was without one. In
the old laws of Wales and Kiln tho
Triads specified tho use of tho harp
as one of tho threo things necessary
to distinguish a freeman or gentle
man from a slave. Pretenders were
Jected to aa an American emblem on
account of tho harp being representa
tive of Ireland.
Hut this, like many other devices,
was not reported from tho committee.
Thcro la good reason to bellevo that
tho following design caino as a later
proposal from Doctor Franklin, as no
refers to it In his writings:
"Supporters. In tho dexter side:

Still. Congress .ns hard to please,
and the icport of the distinguished
committer- was het aside and a new
committee assigned to the task.
Though Jefferson continued deeply in

soicial other devices, no less than
twenty designs were under discussion,
and four subsequent committees la
bored with the seal problem.
Then in 1781! a committee called to
their aid a certain Mr. William Har

again Incorporated the emblems in

practically became tho basis of our

ranged by Jefferson, based on the com
pilation of a Huguenot named Du
Slmltler, bo reported to Congress ou
August 10, 1776. Tho design in ques
tion was qulto elaborate and Indlcnted
fundamental knowledgo of tho laws
of heraldry, besides containing primal
symbolic language, and ono Impor
tant element which appealed Btrongly
to tho Irish pride of race. The pro
posed shield carried an emblem to
ropresent tho six groat nationalities
nuino- nart In tho war for independ
ence, or those who populated tho col
onies and wero earnest In the light
for American freedom. Thus, for Eng
land appeared a rose, for Scotland a
thistle, for Ireland a harp, for Franco
a fluer-do-lya, for Germany a black
eaglo, and for tho Netherlands a lion.
Du Slmltler, who was tho heraldic art
ist, placed Ireland third !u this im
portant subdivision of that proposed
shield for tho Union, and It Is Inter
esting to noto tho reasons set forth
for this recognition of tho patriotism
of tho colonial Inhabitants who camo
bero from Ireland:
Tho third Quartering, green, with a
barp of gold, was to be the respected
symbol of Ireland, and was placed
upon tho shield ns a token to the Irish
patriots who took an active part In tho
war for independence; In fact, having
brought over with them a spirit of dls
I!!? and revengo against Kngland,
they 3u?nt most bravely in our Btrug-
discovered by tholr unski'lfulness In
playing of tho harp."
That tho heraldic devi.o of which
Du Slmltler was the author pleased
his critics Is proved by tl.o fact that
Franklin at once withdrew his design,
Adams abandoned hla and Jefferson
relegated his diagram to oblivion in
favor of tho compilation oTered by tho
French expel t. Also then- were other
iiosliriiK nlnced In evldonco by distin
guished colonists. Among them was
an emblem of Ireland, a "Harp" with
thirteen strings, and the motto, Mujora
Mlnoiobus Consonant, meaning "Tho
greater and lesser ones sound togeth
er." Tho strings of the harp wero ot
different lengths, yet they composed

moro Important to possess tho eeal

Government of tho United States:
Charles Thomson was born at Ma

Now Castle, Delaware, with no other
dependence than their industry.
Thomson was educated by Doctor Al

from Henjamln Franklin; ho soon be

friendship seemed to Increaso dally.
In 1772 ho served as negotiator with
tho Iroquois and Delawaro Indians,
and his good, conscientious work
among tho natives brought for him
tho worthy nickname, "Truthtoller,"
by which name tho Indians always
after called him. He was a man ot rare
abilities and had tho peculiar requi
sites to make and keep friends where
over ho happened to wander. Ho was
called to tho responsible duty ot keep
ing minutes of the proceedings of the
first Continental Congress In 1774, and
from that time until ho resigned ma
office in 1789 then flfty-nlno years old
ho was tho secretary of that digni
fied and Important body.
John Adams called him "the Sam
Adams of Philadelphia, tho life of the
cause of liberty." This certainly was
a compliment, coming as it did from a
tried and honest patriot. Thomson, It
Ib true, made a most diligent secre
tary, and in that position ho had tho
rare pleasuro of taking notes of nil
tho Impnrtnnt congressional actions.
For tho llrst year'B work ho rocelvod
no pay. Ho sorved as permanent sec

years that followed. His seal was ac
