The jewels are said to be some of rare value, gathered by Mrs. William Thaw In her travels, and includo strings of pearls, diamonds of rare value and perfect color nnd silvor plate that was convenient for the robbers to tako away. Heavier pieces of plato of cumbersome bulk were loft behind. Mrs. Thaw, It was ex plained, had never been careful of her jewels and seldom put them In a vnult or safe of any kind. Norfolk, Neb., Juno 26. Attendnnt Forest Ellis of the state asylum, Congress has not dwelt with the foreign situation to any extent. An J act ranking a much-needed reorgnniza-t tlon of tho consular service was passed. Nothing was done In tha Santo Domingo controversy and the legislation affecting our colonial pos sessions wa.5 meager and unimportant, although tariff revision for the Phil ippines received the attention and ap proval of the house, and an act was passed revising the tariff collected by tho Philippine government. A coinage act for the Islands also was passed. Tariff Talk Breaks Record. But congress talked about our own tariff law. It broke the record for words. Thousands and hundreds ot thousands moro than have been ut tered at any other one session of con gress were compiled In the congres sional records. Not only on the floors of the two houses has the word record been heavy, but the publications re sulting from committee Investigations of subjects aro larger and more nu merous than at any previous session. A large number of bills were Intro duced in tho two houses. The cal endar records show that the number has reached nearly 20,500 more than were Introduced during tho entire threo sessions of the last congress. Before discussing tho number of acts passed It Is Interesting to noto that all the strenuous exertions of an appropriations committee In tho houso with a new chairman Representative Tawney It has been Impossible to hold the appropriations down to much loss than $300,000,000, although econ omy was the watchword from the start. Organized labor has succeeded In Its requests of the present session of congress to the extent of securing tho enactment of what is known as tho "Employers' Liability Bill." This enactment will make It posslblo for an employe to secure dnmages for his Injury notwithstanding his own negli gence Another demand which will doubtless become a law before the end of tho session is that limiting tho hours of continuous service of railway trainmen to sixteen consecutlvo hours' work, to bo followed by ten hours' rest. The much-agitated eight hour day bill received a favorable vote from tho labor committee of tho house, but too Into to secure action at tho hands of congress. Ono of the novel features of tho law-making was the enactment of a measure to preserve tho scenic beauty of Niagara falls. Enthusiasts for tho "greatest navy" regarded tho legislation of tho session as Inimical to the proper growth or that arm of tho fighting forco. Tho record shows that con gress authorized the construction or the "biggest battleship afloat," with tho provision that tho plans of the ship must be submitted to congress at Us next session. Senator Halo expresses confidence In tho final adjournment of congress beforo tho closo of tho present week. Tho only two appropriation bills which havo not passed the senate aro tho general deficiency bill and tho om nibus public building bill, but the sun dry civil, tho naval and the agricul tural bill aro still in conforonco. Of these, nono Is expected to require much time, except tho agricultural bill, to which is attached the meat In spection provision.
