JAPAN WILL DEMAND INDEMNITY
Feeling That Part of Enormous Ex
pense Should Be Paid by Russia.
New York, July 20. That .Iniinn
will do in and an Indemnity of Russia
in the nugotlatlntiB for peace and that
the war will ho declared at an end I
at the conchiHlon of the negotiations
at Portsmouth, N. H., next month, la
the belief of Huron Komtirn, head of
the Japanese pence delegation, who
arrived here, bb voiced by Altnar Sato,
who Ib the official spokesman for the
baron on this inlHslon. Mr. Sato, In
an Interview, said:

will bo guided by moderation, and no
excessive demands will bu made, but
the sentiment in Japan and Russia Is
for peace and In tho Interests of hu

peace. Tho cost to Japan has been
very great. On both sides the Iohb in
men has been 670,000, Russia losing
370,000 of these. The war Is costing
Japan $1,000,000 a day, and there Is
a feeling that thero ought to bo an '
indemnity."
Ashed as to tho probability of an
armistice, Mr. Sato said that probably
would be among the first questions
the plenipotentiaries would consider.
The question was put to Mr. Sato
as to any possibility of conflict with
tho United States in tho future, as
suggested by some of the American
press nt tho outbreak of the war, and
Mr. Sato asked what could bring
nbout such a conflict. When It was
suggested that Japan might covet tho
Philippine Islnnds, he laughed heart
ily, and replied that Japan would not
have the Philippines as a gift, even
though a bonus accompanied the gift.
Haron Komura nnd his party arrived
enrly from Ghlongo and proceeded nt
once to the Wahlorf-Astorln, where
they will bo quartered until his de
parture for Portsmouth. Thero wns
no demonstration beyond the presence
of a few Japanese merchants nnd
members of the Nippon club, who
shook hnnds with the members of the
party. When tho party arrived in
New York from New Jersey about 100
Japanese cheered tho baron as he en
tered n carriage and was driven
away. The baton mot his rollenguo
on the commission, Kogoro Takaliirn,
minister at Washington, and they
lunched In tho baron's apartments.
Today Ptesident Roosevelt will bo
oflleinlly notified of Huron Komura's
arrival nnd later In the week the
hnron will make an Informal visit to
Oyster nay.
There Is no stated program mapped
out for the distinguished Japanese
pending the arrival of M. Wllte, who
is expected to arrive next week.

conjectute are busy with the reasons
for and results of the meeting be
tween Empeior William nnd Emperor
Nicholas off the island of Hjorkoe,
but the return of tho Russian im
perial party to Peterhof has added
nothing definite to the Information re
garding tho subjects discussed or the
voueluslons reached at the private in
terviews between tho two sovereigns.
Tinder the circumstances no authorita
tive statement can be made and the
only Information vouchsafed Is that
the conveisntlous wore extremely cor
dial and friendly. The belief that tho
meeting will make for pence was re-
fleeted on the bourse, Imperial 4's ris
ing a full point. Tho Importance of
the meeting is recognized in tho press
comments of all shades of opinion.
Various conjectures are advanced as
to Its renl meaning, but they nre all
admittedly guess work.

Constantinople, July 20. The com
mission which has been Inquiring into
the attempt on the life of tho sultnn

tion indicating that It was a Turkish
plot, but as this would never be ad
mitted, oven If proved, the authorities
