Mi Nrliraakn I'll rinrra Wiifruttnrtlrd Again! I.iimn In TliMr Whmt from II: II. ' It In IntrrcstliiB (ohc? llio adjustment of hullatottn losses on Nebraska crops. Tho Insuring of crops from hall has become- tho custom there, henilwny beltiK mnile Blnco the Nebraska farmer Moppet! raising spring wheat and hrr.au cowing winter wheat, reports tho Chicago Trib une. Winter wheat crops nro considered good risks by the old line companies. They aro Insured for from $1 to$10ar aero at six per cent, premium. A largo amount of the Insurance placed by form ers Ih ngalnM dnmnge from hall. A storm occurred In western Nebraska this year, hut struck a section where most of tho growing crop of winter wheat was covered by Insurance. A man with a barrel hr.op will quickly ascertain almost the exact amount of tho loss to a field of wheat. Tho com panies havo adjusters In every locality where Insurance Ir placed. One drives to the field and selects a place where- the wheat has been blown down and dam aged. Into a section of this he casts tho hoop, and then ho carefully counts every stalk Inside It. Then he counts tho num ber of heads that aro down. If GO out ot 100 of these heads havo been turned to the earth, the ndjuster reckons a loss of GO per cent, and this loss Is allowed on each acre that has been struck by tho vtonn. Tho number of acres Is deter nlned by a survey, If the farmer demands this. The adjuster must take Into consid eration the state of the wheat when It -was struck by the hall, for It may have been blown down previously, and the owner may yet be able to get the most of It If It has reached a csrtaln degree of maturity. H. W. Cowglll. an adjuster at Hold rege, says that claims amounting to 120,000 had been adjusted. Some of tho losses were total, and the owners had bnt the Insurance money for their labor. They were allowed to harvest what they could get, and In some Instances they secured 20 bushels to the acre. This they were entitled to under the rules of the company. The Insurance renders a good crop al most a certainty. In the last eight years there has been one good crop after an other, tho acreage and the yield seem ing to Increase until last year the state produced C0.000.000 bushels. Mr. Cowglll showed a map of a town ship In Phelps county, Neb. On each -quartersectlonwaslndlcatedtheamnunC of Insurance, and nearly all of the town ship was protected. TWO KINDS OF FINANCIERING. It turned out when thu bank closed Its doors Hint It had bcui run very loosoly, but that had nothing In particular to do with this man's opera tions. Ho was a clerk In tho bank and mndo up tho quarterly Interest account. "This wns a Hheet showing what was duo each depositor for Interest. It gen erally ran to thieo or four sheets, and the footing of each had to bo carried to the top of tho next one. Well, about tho third sheot tho clerk would enter tho footing properly, then let a drop of Ink fall on tho 11 rut column of the figures. Ho would let It dry there, thus obscuring tho footing of the sheet. "In cnrrylng over to tho next sheet tho footing thnt was blotted he would add $1,000, so that the total of the n port would show f 1.000 more chargeable to interest than actually was a charge against the bank. He'd let this report go to tho directors of the bank, with the Idea that If tho error was detected he wouid account for It by tho blot, saying ho had made a natural mistake. When the sheet went through unquestioned he proceeded to get possession of tho $1,000 by opening an account In the nnme of a fictitious person and crediting this ac count with $1,000. The bank's accounts wero thus forced to a balance "Then by drawing checks on tho ac count of tho fictitious depositor ho would draw the money out. When wo nabbed him he made a confe islon. He had been stealing about $4,000 a year In this way. That was the bank," continued the In spector, "where, when tho directors found the hole In the bottom, they fitted up a president's office In magnificent style, went out aad got an ambitious mil lionaire, showed him the office, asked him If ha wouldn't like to be president and then sold him their stock at $150. "During my recent three months' so journ in European countries I spent a good deal of the timo trying to get correct information as to the life of the common people; how the masses over thero got on socially and econom ically," remarked Albert Sidney Ilurle son. tho young congressman from the Austin (Tex.) district, according to a Washington report. "In seeking light on tho condition of tho breadwinners of England, France and Germany, I went out into tho rural districts and asked questions of pretty nearly every body with whom I could converse. "Tho result of my observations led mc to the conclusion thnt In England tho working classes approximate more nenrly tho standard of living enjoyed by tho wage earners of tho United States than their brethren who toll on tho continent. Tho English la borer, ns to hours, wages, and the com forts of lite, has n better timo than the German, while the German's status Is superior to that of tho Frenchman. In Great Britain, however, there seem? to mo to bo an immenso amount of loafing, and thero nro nearly as many holidays there as there aro in Mexico. Thoy take their timo about everything, and It makes an American chafo in London because of his Inability to get oven a cup of coffee beforo 9 a. m. "But, though I put England nbove tho other nations, I do not mean thereby to convey tho Idea that I con sider King Edward's subjects as pros perous or progressive, according to American standards. In point of fact, tho English as a race arc deteriorating. While I was In the country a govern ment commission wns carrying on an Inquiry as to the causes of tho physical decline of the people. It occurred to mo that perhaps somo connection might bo established between tho ac knowledged degeneracy and tho uni versal swilling of nlo by tho women of Englnnd. Tho soldier crowds tho clvlllnn to tho edgo of tho sldowalk everywhere, and evidently regards hlm solf as a superior being. It occurs to mo that popular liberty, so far ns tlicsi countries nro concerned, Is n myth. In Germnny thero Is a widespread nnd over growing discontent with tho exist ing order, with militarism in particu lar, and with tho fiscal system of the empire. Listen to this," continued Mr. Sproule.as he picked up a Nevada newspaper and read: '"The Virginia Enterprise says that owing to the shortness of funds In the Storey county treasury the commissioners have found It necessary to cut off all expenses possible. After the first of next month there will be no morestreet lights on the old Comstock. The Are department Is to be reduced to two men and the one po liceman now doing duty at night will be dispensed with. Poor old Virginia! It seems a pity that a place once the live liest In the world should go so completely to the dogs that there Is nothing left worth stealing and the, few people left there must either stay at home nights or carry lanterns.' "I lived in Virginia City nearly 30 years ago," said Mr. Sproule, "and at that time the town had a population of 40,000 per sons. It doesn't seem possible that It should hove reached its present state of dilapidation. In those days It was the liveliest place In the west, bar none.
