Ootigicssional sentiment as to whether

A populist paper in Nebraska calls
attention to tho reduction of interest
on statu securities, nnd the coincident
advance i 1 tliu premium on them. It
speaks of the time when Nebraska's
stale warrants "bcanug 7 per cent
were celling at a discount ranging
fiotn II i" f per cent" anil declares that
though "the interest rate has been re
duced from 7 loo per cent, ami again
from C to I per cent, tlie.se warrants
now command u liberal premium on
tho open market, nnd anxious invest
ors uru'norer wanting." It adds naive
ly thnt, "this is not so bad, considering
that wo have only a farmer at tho head
of the state government." Tho reduc
tion of Interest rates and the increase
in the premium on itato securities
which tho populist paper refers to is
not confined to any ene state. The
same thjng can bo found in all the
westera states. Missouri, Kansas, II
lineit, low, Minnesota and all the
other western states hare it, whether
their governors bo republican, demo
crat or populist. In a smaller degree
the same thing is true in all the east
ern states as well as in tho west. Tho
reason why it is not truo to such a
largo extent in the cast as it is in tho
west is because- tho interest in tho cast
in recent years lias never been so high
as it lias boon in tho west, ami there
fore the chance for a reduction in tho
rate has not boon so great. Iu one de
gree and another, however, the decline
iu interest has taken place all over tho
country. Of course, tho assumption
that the fnrmor governor of Nebraska
has bad any hand in bringing tho in.
terost rate down is too fantastic to bo
believed even by a person intimating
it. The election of a populist to any
important oflioo would have a tenden
cy to put Interest up rather than down
if his election showed a drift toward
populism in the country at large, in
terest is going down hocauso the re
publican party is in power, because it
lias beaten the silver folly and cstab
lislieil tho gold standard, because it is
going to pill tho gold standard .so lit Di
li in the .statutes this winter that a
basu money president anil house of
representatives could uot tnku it out,
and because, moreover, the prospect
foi the republican party to continue in
control of tliu government for a long
timo iu tho future is excellent Hry
an's defeat which meant tho overthrow
of repudiation and tho confusion nnd
demoralization of the repudiators, and
tho success of tho republican party,
are tho reasons for tho lowering of the
rate of interest and tho advance of tho
premiums on tho state warrants in No
bruska and tho similar tendency of
things in all the rest of tho country.
