Ono fact disclosed by the history of
tho days before tho surrender of San
tiago is that Sampson asked to be rep
resented in any vonferenco held to
arrange tho terms of surrender of San
tiago by virtue of the fact that ho had
engaged iu tho Joint operations. Shat
ter replied that ho should bo glad to
have Sampson represented, but tho
surrender took placo before his repre
sentative could reach tho camp. Ad
miral Sampson's chief of staff did ar
rive before the final articles were
signed, but Shafter docllncd to permit
him to be one of the signatories.
In view of tho prospcotlvo increase
in the navy and tho nccosslty of guard
ing tho naval stations which will bo
needed In tho nowly acquired territory
of tho United States, and especially in

port, as finally drafted, will provide

out government in tho Islands under
direct federal supervision, There

and a houso of doublo that number,
which is an lncroaso upon the present
hJ"S0 membership of Hawaii. There

will bo n graded qualification
upon the suffrage. Mombors of
the houso may be elected by voters
who pass an educational test alone,
while members of the senate will bo
chosen by voters possessing both edu
cational and property qualifications.
There is now a property qualification
for voting in Hawaii, but tho proposed
form of government will modify this
so as to furnish an inducement for
email holdings. There will be educa
tional and property restrictions in re
gard to holding office, tho quallfica-
wall The tariff laws of tho United
States will bo extended to tho Islands
without alteration, becauso Hawaii
was formally annexod to tho United
States by a statute law und any other
course would undoubtedly bo- opposed
by the supremo court. Tho present
supreme court ot tho islands, whoso
members hold their places for llfo, is
to bo continued and to be given Juris
diction of local laws, whoso force will
also bo continued as far as possible,
as they havo becu taken by law from
the statute books of different states in
the union and aro, as a wholo, qulto
aeceptable.
The immigration, labor and general
election laws ot tho United States will
bo specifically extended to the islands.
These will keop out further inroads of
coolies. Tho islands will bo glvo a
dolcgato in tho Houso ot Representa
tives, who will have no voto, but will
havo the same privileges as tho repre
sentatives of Arizona, New Mexico
and Oklahoma, Tho governor and
soma ot the higher territorial officers
will be appointed by tho President
Tho legislature will have control ovei
local taxation and expenditures. Tlv

OPPOSES EXTRA SESSION,

tive Cannon of Illinois, chairman of
tho appropriation committee of the
Houso, has arrived and tho subcom
mittee on deficiencies will begin tho
consideration of tho estimates for tho
extraordinary expenses of tho army
and navy growing out of tho war and
tho preparation of a bill covering
these doUolcnclcs for tho period from
January 1 to July 1.
With tho enactment of tho regular
money bills necessary to carry on tho
governmental machinery at this ses
sion of Congress, Mr. Cannon socs no
occasion for an extra, session as far as
legislation for our now possessions is
concerned. Ha belloves unripe or
hasty legislation for tho government
of tho islands would bo
infinitely worse than military
rule. "Under military governor
ship thero Is perfect elasticity,"
ho said. "Changes ean bo made to fit
new conditions as fast as they arlso.
A year's delay before attempting per
manent legislation will glvo ample
time for tho study ot all tho conditions
surrounding tho government of tho
islands both by the military authori
ties and by commissions whloh may be
provided by Congress. Congress can
then deal intelligently with tho sub
ject "
The grand total of the appropria
tions for tho fiscal year ending July 1,
including all the extraordinary war
expenses to January 1, but not includ
ing the deficiencies for extraordinary
expenses from January 1 to July I, is
1893,231,515. There are no figures yet
upon which tho appropriations for the
coming session of Congross can be
based, but Mr. Cannon believes thoy
will be considerably below the figures
for tho last Congress.

meeting of the cabinet was held at 10
o'clock last night. All the members
were with tho President except Secre
tary Long, who was out of tho city.

PAIU9, Nov. 28. Madame Dreyfus,
wlfo of tho unhappy prisoner on Dav
it's island, is in bed and has been ex
tremely ill since tho receipt ot tho
recent letter -from her husband. She
has been so prostrated, in fact, that
access to her is denied and tho text of
tho cablo message, which sho is said
to havo Bent to Captain Dreyfus, is not
obtainable.
Following is the translation of tho
letter from Cnptaln Dreyfus, read to
his wife by tho chiof clerk ot tho min
ister of tho colonies, tho French gov
ernment having withhold from hor tho
possession ot the original lottor:
"Despair is beginning to seize me.
Havo all my friends forgotten mo? No
ono seems to bo occupying themselves
with ma I recall to you that
months and months ago I wroto
to the president of tho ropub
llo and to Qoneral lloisdeff re, begging
then to Introduce a revision of ray
case. I am without news; nothing,
nothing comes to mo. I leavo as a bo
quest to the president and General
Uolidcffre tho task ot avenging my
memory, ot clearing my honor, my
name and that of my dear children,
whom I shall see no more. I shall no
longer communicate with my family,
as I have said all thero is to be, said,
and I havo nothing more to say."
This letter has been hinted at, por-
haps, but this is tho authentic copy.
Captain Dreyfus' affection for his
family is well known, and tho pathetic
nature of this letter is all tho more ap
parent.

wildly excited this forenoon by tho
discovery that the private boxes of tho
vault of the stato treasurer have becu
robbed recontty of sums aggregating
nearly n thousand dollars, possibly,
more. In this vault is a section ol
boxes, whloh for years It has been tho
custom of state c-filcors and employes
of the state house to use as safe depos
itories for monoy, prlvato papers and
othor valuables. Tho boxen aro la
beled with tho names of their respect
ive owners and each has a koy sup
posed to fit his partloular box and no
other. By tho rules of the troasury,
nobody is permitted to entor the vault
exoept cmployos of tho offico and per
sons holding boxos. At night nobody
n enter, the doors bolng equipped
with a time lock.
On Wednesday Governor Lesdy went
to his box to get a little Thanksgiving
money and was surprised to find noth
ing there. Just a week before he had
loft $103 in the box aud had not been
near it since. He mado no investiga
tion at tho time, as he was about to
leave for his homo in Lawrence, and
he cautioned tho employes ot the ofilco
to say nothing about it. Boon after
ward the vault was closed and tho
tlmo lock put on till to-day.
Last night J. M. Harrington, tho
atato house guldo, who kept a llttlo
fruit atand In the building, dlea and
this morning his wlfo sent her key
down to the treasurer's office for soma
money, bar husband having 8300 in a
box. The box was opened by Mr.
Williams, the assistant trcasuror, and
the money was found to be gone. In
formation of this loss Boon spread over
the building and the omployes has
tened to examlno their boxes, The
first to open her box was Lena Mo
Lalllnwho discovered that 9100 eno
had put away for safe keeping was
missing. Then W. II. Harbee, a Jani
tor, whose box Is just abovo Mr. Har
ington's, found that he had lost 81S0.
Rarboo Is a son-in-law of Harrington.
IL A. Mosher, an employe of tho treas
urer, was more fortunato. Ho bad
f 000 in a box, but it was locked within
a smaller box and tho thiof did not
take it, presumably becauso it was too
bulky to carry away without dlsoov
cry. Numerous others havo boxes in tho
Vault, but to far tho losses above
stated are tho ouly ones discovered.
Thero may bo others, however, as tho
holders are out of town. Among them
aro John W. Rrcldonthal, stato bank
commissioner; M. A. Waterman, assist
ant state bank commissioner; W. IT.
Barnes, secretary of tho stato horti
cultural society; J. W. Amiss, assistant
superintendent of public instruction!
U. Z. Gill, secretary of the stato board
ot health, besides a number of clerks
and minor employes of tho stato house.
When It was discovered that a wholc
salo robbory had been committed, tho
treasurer of state, Mr. Hcflobower,
and Mr. Williams, his nsslstant, be
gan an investigation and found that
instead of thoro being but one key for
every box, many of tho boxes woro
exactly aliko and one key was found
that fitted eight different boxes, ono
ot them being Mr. Ucflebower'a box.
It was also learned that keys given out
by former treasurers havo never been
turned In and on that account the ouly
real security is tho strong doors of tho
vault Itself and tho tlmo locks. It is
agreed by all that atuco tho vault la
secured by the tlmo lock at night, tho
robberies wero committed during busi
ness hours, and by somebody who
holds a box and discovered by experi
menting that his koy fitted oth.
