Franco calls itself a republic, but after 122 Years is nothing but n bureaucracy, under a system of espionage that would bo unbearable to us overy la borer being compelled to carry a sort of record book of respectability, nnd every individual being, in oiled, an object of suspicion until provon to bo innocent. Uurinany too, whilo wo progressed politically, still distrusts tho peoplo; even represses their politi cal aspirations, and nllows tho army ami force to rulo. Russia is still tho massive problem of tho north, whoro in a sense, tho people havo boon granted freedom, but it isnotthofroodom that frees in very truth. Italy oven tho united Italy effected by Garibaldi and othors is no land of popular trtiBt; olso why tho bloody repressions at Milan a fow weeks slnco. Austro-Hungary with apparently represontatiro gov ernment has reached no higher stage than that where a little liberty increas es distrust of each other, culminating in the disgraceful parliamentary riots in Buda Pesth last year. But England after 123 yoars still calls itsolf a mon archy, yet is to all intents and purpos es a democracy. V Is thoro tho action of mere chanco in this similar development of tho English speaker on both sides of the Atlantic? Not it is tho gonitis of tho peoplo that makes them lovo fair play, honor law and order, nnd work for tho right of tho lower rail in tho political fenco. Granting rights to that lower rail and giving it a chanco to get up out of tho mini of hopelessness ami nothingness, is tho truo wisdom of tho race; because responsibility ungoudors conservatism. Possibly this brief roviow will lead us to greater thankfulness regarding tho bravo and wiso men of tho past than more boasting about Iudopondouco Day would do.
