Hf HOW IT OPERATES.
f? First. It is a scientific fact that seventy-five percent of the fuel burned in
jtg the ordinary way is lost. Nearly all of this loss is averted by feeding the fuel

Senator Wolcott's trip to Europe in
interests of international bimetallism
is being discussed with much interest,
both by those who believe international
bimetallism to be a tangible something
which can bo practically worked and
by those who believe it to be what ex
Senator Ingalls would call an "irides
cent dream." While Sonator Wolcott
curries no ofliuin! credentials, it is be
lieved that he goes practically at the
request of president-elect McKinley
and of the caucus committee charged
with the preparation of legislation in
the interest of international bimetall
ism, of which he is chairman, and It is
kaown that ho goes at the request of
the Bimetallic League. These facts
aro net likely to be overlooked by
European statesmen whom lie meets.
There are several reasons why Sena
tor Welcott will roceive a cordial wel
come in England, net the loaat of
which is the speech ho niado on the
Venezuelan question at the last sosslon
of congress, which was reprintea or
favorably commented upon by every
paper of prominence in Great Britain.
Most of the ultra-gold men agreo with
the ultra-silver men, that Senator Wol
cott's errand will bo fruitless, but
there nro a number of conservatives
who are firmly of tho opinion that
international bimetallism can and will
bo urougnt about, auu some 01 menu,
like Sonator Chandler, expross the
opinion that England can even bo per-

these sonators are expected to bo sat
isfied to remain as they are, but sup
pose ho repoits international bimetall
ism to bo an impossibility under exist
ing circumstances? Then what will
they do? Should they Join the bolters,
the republicans would be in a decided
minority in the senato for a long time.
A number of silver sonators have
agreed that every nomination of a gold
man to succeed a removed silver man
sent to tho senato shall be held up, and
as the republicans have a direct in
terest in seeing this agreement carried
out, it can bo put down as reasonably
certain that a number of men now
drawing ofllclal salaries, by reason of
having been uominated during the
congressional recess, will cease to do
so en the 3rd of March, because of the
failuro of tho sonato to confirm their
nomination,
What congress will do about Ouba is
atill to bo soon, but tho administration
has left nobody iu doubt about its posi
tion. Its latest act was to relnforco
tho naval and revenue marino vessels
engaged in patrolling tho coast of
Florida to stop llllibustom from going
to Cuba, by ordering the cruiser

and will take up the Pacific Railroad
Funding Bill which will bo voted on
after four days discussion.
A hint has been dropped by a friend
of Senator Sherman which has caused
the belief that ho has been "convinced"
that ho would rather bo secretary of
state under the coming administration

candidate for re-election.
