Section 1. That thort be ami Is
hcroby appropriated fioin the state
treasury, from fundi not otherwise
nppropriatrd, tho sum of $200,000
for iliu purpose of proeuring mii-h and
fesd for teams for tho tlestituto farm
traof this stale during the spring of
18!5.
See. 2. It is hereby m ado the duty
of the auditor of public nccounts to
draw his warrants on the state treas
urer, on the requisition of the state
relief commission, approved by the
president and secietary thereof, in
favor of the several county treasurers
of tho counties entitled to receive aid
under thu provisions of this act, for
such portion of the amount herein up
propriated as tho state relief commis
sion mny determine necessary in ac
cordance with tho provisions of this
act.
Sec 'A. It Bhall be und is hereby
made the duty tf the state relief com
mission to appoint in each of the
counties ontitled to receive uid under
this act, where such appointments
have not already boen made, a county
ccntrr.1 relief commission and in every
county entitled to rcccivo aid under
this aot, tho county central relief com
mission shall have charge of all seed
and feed procured for their respective
counties, nnd said county central re
lief commission shall appoint a sub
committee in each voting precinct.
Two or inoro of ths county commis
sioners or supervisors, as tho case
may be, together with tho count
clerk shall bo members of the county
central relief commission, and such
county central relief commission shall
on its appointment, immediately or
ganize by,tho election of a president
and secretary.
Sec. 4. The county clerk shall, on
requisition of tho county central re
lief commission, signed by the presi
dent and soorctary, draw his warrant
on tho sum placed in the county
treasury by the provisions of this aot,
in payment for hucIi feed and seed us
mty be procured by the uounly cen
tral rolief commission, and thesxpens-
cs incurred in procuring tho same.
Sec. fi. The county central relief
commission of the several counties
shall use tho sum placed iu the connt
treasury by the provisions of this act
or so much thereof as may bo requir
ed, in the procuring of seed and feed
for teams and shall apportion thu
same pro rata to tho several precincts
in proportion to tho numbtr of needy
in such prodinct. Said seed and feed
as apportioned by tho county central
relief commission shall bo delivered
to tbo several sub-relief commissions
for distribution.
Sco. G. It is hcroby made tho duty
of tho stato relief commission to aid
tho several county contral relief com
missions in tho procuring of seed and
feed, when requested by tho said
county central rolief commission so
to do, and furnish to them upon appli
cation all information upon the sub
ject which they, the stato relief com
mission, may possess; provided, that
whero tho county central relief corn-
may so desire, thoy may procuro their
upply of seed and feed through the
state relief commission.
Sec. 7. The sub-relief commission
ef tho several counties shall report to
their county central relief commission
tho disposition of all seed and feed
passing through their hands, giving
tho names of the persons receiving the
same tho amount and kind of seed and
feed each person received, and tho
several county relief commissions
shall compilo tho reports so received
from tho sub-relitf commissions into
a statemont whioh shall give a com
plete accounting of all monoys re
ceived and paid out under this act,
whioh statoment shall bo submitted to
tho oounty board for their indorse
ment atd approval at tho next regu
lar meoting.
Sco. 8. That all monoys appropri
ated and to be distributed ander the
provisions of this act shall be divided
among tho sovcral counties having ro
lief commission auxiliary to tho state

Sec. 10. In tho distribution sf
seed and feed as provided for herein
no old soldier of tho union army shall
be discriminated against on account
of his drawing a pension of $12 or
less per month.
Sec 11. No county shall receive
aid which does not furnish tho infor
mation called for in this act to thu
state relief commission on or before
April 1, ISO!), nnd tho distribution to
thu seviral counties shall be construod
so us to not interfere with donations,
solicited by or made to individuals,
precincts or municipalities.
