It the organiatzion as it now exists in your county does not conform to this plan, please make it so at the ear liest possiblo date, and furnish us the data on the enclosed blank. An act fnr tho relief of tho people in the drouth stnokon districts f Ne braska, to aid in feeding and clothing said people, and to provide a method for the distribution of the aid herein provided for tho drouth stricken in habitants, and to provide a penalty for tho abuso of tho provisions of this act. Re it Enacted by the Legislature of tho State of Nebraska: Section 1. Sec. 2. l'or tho purpose of carrying into effect this act and to tho end that the aid thereby appropriated may roach thoso in destitution and want, the Stato Relief Commission appointed by tho governor, under its present or ganizatnn, consisting of nino mem here, from whioh havo been elected a president, secretary and treasurer is hereby empowered to take charge of said work and proscoute it to comple tion, and into the hands of said com mission shall be placed the funds here by appropriated from the state treasu ry, and they shall and are hereby re quired to procure and distribute to the several counties in need the nec essaries of lifo for the rtlief of the suffering inhabitants. This distribu tion shall be in and through the chan nels hereinafter provided. Sec. 3. It is hereby made the duty of the auditor of publio aocounts to draw his warrant on the state treas urer on the requsition of the commis sion, approved by the president and secretary, as the same shall be neoos sary to furnish the supplies and ne cessities of lifo to carry out the pro visions of this aot. Sec. 4 It is hereby mado the duty of said commission in the requisi tion for tbe funds set forth therein to state the purpose for which said money to be paid by the treasurer is to boused, with an itemized statemont of tbo amount to be paid for transpor tation and the several artiolcs and supplies to be prooured, and to file with tho socrotary of stato an itemized invoioe of all articles by them pro cure', for the relief of tho drouth Buf ferers. 8ec. 6. Two or moro of tho county commissioners, together with tho county clerk, shall ho mem bers of the county central relief com mittee. All relief supplies for distri bution among tho needy, rrojurcd by the oommission or donated to tho commission, shall bo delivered to tho oounty central committeo and their receipt givon for said supplies. Said receipts, together with all vouchers for supplios furnishod, to bo filed by said relief commission with the sec retary of state. In counties under township organization the board of supervisors shall designate at least two of their number to serve on the county centrol committee. Sec. G. Tho said onunly uentral committees of relinf of tho respective counties in the drouth stricken dis trict shall be and are hereby made re sponsible for the faithful and proper distribution of all funds or supplies coming into their hands through the agenoy of tho state relief commission, or by donation from private sonrees. And it is further made the duty of the said oounty central relief committee to keep a full, complete, and itemized record of all supplies, funds, merchan dise, and artieles of every kind, name or nature distributed by them to the suffering people, to whom distributed in what quantity and the date of dis tribution. They shall also report at least onoe in two weeks by an itemized statement all the funds received by them, and of all supplies of every kind for the relief, of the suffering to the state relief commission. They shall take receipts from every individ ual furnished with supplies of any kind and forward the same to the oommission at least every fourteen days, and said reooipts shall form a part of the monthly report of the commission hereafter required to be made to the seoretary of state. Sec. 7. Said state relief eonmis sien is authorized to use in paying tbe actual expenses for the oarrying' into effeot the provisions of this aot not to exceed five per cont of amount of money drawn by them from the treas ury and hereby appropriated for the relief of the sufferers heieinbefore referred to. Sec. 8. Their rec ords shall at all reasonable hours bo open for publio inspection. Sec. 0. The said Btate relief com mission shall keep an itemized account full and oorreot record of all supplies by them procured, to whom disbursed, and filo proper vouchers therefor with thrir report hereinafter required to bo mado. They shall also report the disposition of all raonojs by them re ceived, whether from tho state or pri vate individuals. They shall also keep a record of all supplies, pro visions, food, slothing of everv kind, name and nature, by them received from private souroes, and also what disposition was made of the same. And they shall, from month to ssontb, or as soen as may be practicable, lie a full itemized report of their acts and doings under tho provisions of this bill, with tho seoretary of state. Sec. 10. All officers mentioned in this bill shall be and are hereby held personally responsible for all items of property, money, or anything of 'value coming into their hinds for the relief of the sufferers provided for in this bill. Sec. 11. The seoretary and treas urer of tho said relief oommission shall eaoh give a good and sufficient bond in tho sum of $20,000, to the State of Nebraska, for the faithful performance of their duties, undor tho provisions of this aot. and for the faithful and proper aooounting for all funds, property and money coming into their hands. Tor tho sufferers in accordance wth the provisions of this aot. Said bonds to be approved by the governor, auditor of publio ac counts and seoretary of state. , Sec. 12.
