thrco courses of instruction for the
county nigh scbool, cnolt requiring
throo years for completion, namoly:
A ucncral courso, a Uollcgo course,
and Collcglato courso. Tho general
courso shall bo designed for those
who intend to becomo tcaoher, and
shall fully prepare any who wish to
entcrZupon profotBional work at tho
Normal School. Tho eollrgialo courso
shall fully proparo thoso who aro to
enter tho fust year of tho University,
or any other institution of higher
learning in tho tatc. As far ns prac
ticable, students in theso courses shall
recite in tl.o saiac classes. Students
in tho last year of tho normal course
may bo employed for a portion ol
thoir time in teaching tho pupils of
the first year in any course. Model
schools shall be encouraged.
17 Thoso graduating from the
Normal courso in tho county high
school shall bo entitled to a teacher's
first grade certificate, and shall bo ad
mitted to tho professional work of tho
Stato Normal Sohool without further
examination. Thoso graduating from
tho Collegiate course shall bo entitled
to enter tho Stato University without
further examination.
18 Tuition shall bo free to all
pupils residing in the county where
tho 'school is located (except the
pupils of such cities as may bo ex
empt). No person fhall bo admitted
to the county high school who shall
not havo passed a satisfactory exami
nation in all the work of tho district
sohools of the county in wbioh such
a w
high school is situated; that is to say
in at least practical arithmetic, Eng
lish grammar, disoriptive and physi
cal geography, and tho history of the
United States.
19 If tho sebaol om accomodate
moro pupils than apply for admission
from tho county, vaoanoics may be
filled by applicants from other counties
or from cities exempt in tho county,
upon tho payment of tho proper tui
tion fees.
20 Tho general control and dis
cipline of the sohool shall bo in the
hands of the principal.
21 The Board of Trustees shall
report annually all details to the
county superintendent. The report
must bo printed in at least ono niws
paper of tho county, and a copy sent
to tho stato superintendent.

may ocour in tho board of trustees,
by appointment until tho next gonoral
election,

shall allow each member of the board
of trusters two dollars a day for the
time actually employed in tho dis

Kansas, in a recent letter writos as
follows on tho high school question:
"In reply to jours of the 10 ulf., ask
ing my opinion as to tho feasibility
nf establishing a county high sohool
in jour county, will say that I am a
very warm supporter of iho county
h gh sahool system; however will not
allow-mysolf to ovordraw tho benefits
to be derived from such an institution.
I was connected with tho first county
high school established in tho stato
for two j cuts as an instructor, and
hud an opportunity to obstrvo it
workings in every detail. AYhcn tho

ty, it was thought by tho opposers of
tho school that tho institution would
bo a failure, and tven the warmest ad
vooatcs wcro to somo extent cinbar
ruined for fear that it would not prove
