Crippling Naval Progress.
There haB never been a time in the
history of the United States when the
people have been so thoroughly united
in the demand that the building up of
a strong navy for the protection of our
sea coasts and the defense of national
rights should be continued. Never
theless the House Naval committee
has reported a nayal appropriation
bill which is less by $3,467,816 than
the official estimates of the needs of
the department. The bill authorizes
the construction of a new vessel of
the type of the New York, but no
other, although naval omcials are uni
ted in the recommendation that sever
al battle 8 hips of large proportions
and power should be immediately be
gun as part of our sea equipment for
offensive and defensive operations. In
the schedules for repairs, for expense
of navy yards and similar disburse'
ments which affect the employment of
men the committee has also shown a
disposition to be penurious, ltepub-
hcans in house and senate should do
all in their power to carry out the
popular will in reference to the crea
tion of a new navy adequate to the
wants of the nation. If the demo
crats arc willing to go on record as op
posed to naval construction that is
